ONWASA also requests consideration of the following revisions to current permit requirements: A. As noted in a previous request for minor permit modification (submitted September 19, 2019, and approved March 20, 2020), the reclaimed water membrane filtration system was heavily damaged by flooding during Hurricane Florence and has since been demolished. It will not be replaced, and all effluent is being sent to the plant's infiltration basins for disposal. We request the language referencing this activity be removed from the new permit as it is no longer applicable. B. Attachment A — Limitations and Monitoring Requirements, PPI 002 Groundwater Lowering System Effluent requires monthly/triannual water quality testing be performed at that location. Review of plant operating records indicate that the groundwater lowering system only operates immediately after rainfall events and during high water levels in the adjacent New River. While we do not object to the flow limits and reporting requirements in the current permit, the need for water quality testing here when it is already mandated at two surface water monitoring stations in the area appears to be redundant. If expansion is not proposed or is proposed for a later date, a justification shall be made that wastewater treatment needs will be met based on past growth records and future growth projections, and as appropriate, shall include conservation plans or other measures to achieve waste flow reductions. ❑ Yes (the hydraulic capacity greater than 80%) — Proceed to the next question. ® No — Skip Attachment F.
