DWQ may grant Representative Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple outfalls. J. Reynolds 'Tobacco Company Whitaker Park Facility Winston-Salem., North Carolina Dear Mr. Gantt: The R. I Reynolds Tobacco Company (RJRT) Whitaker Park facility property boundary will change effective March 7, 2017. This will change several of the stormwater discharge outfalls (SDOs) from the facility. Accordingly, RJRT has revised the facility's Stormwater Pollution Prevention Plan (SWP3). The Whitaker Park facility stormwater permit will encompass a total of approximately 100 acres. Stormwater from approximately 26 acres (-26%) of the facility will discharge at a new outfall, SDO 008. This acreage includes the steam plant (Building 602) and its associated tank farm,181 Shed, and the tobacco processing operation (Building 603-1). Stormwater discharge outfalls two, three, and six (SDO 002, 003, and 006) are unchanged and have little to no exposure to potential stormwater contamination. SDO 002 and SDO 003 are located at research and development facilities. SDO 006 is located at the Shorefair facility. These facilities have limited activity and minimal storage areas outdoors, thus low potential exposure to stormwater contamination. Stormwater discharge outfall nine (00 009) will transport stormwater from the loading/unloading areas outside of Building 603-5 which houses a product recovery operation, a computer depot and a maintenance shop, Stormwater discharge outfalls ten through fourteen (SDO 010 through 014) will transport stormwater froin the roof of Building 603-5, and no significant stormwater contamination should be present. Prevention Plan has been updated to include the new outfalls, otttfall numbers eight through fourteen [SD0 008 SDO 014, respectively), along with existing outfalls two, three and six (SDO 002, 003 and 006), including locations and drainage areas, as per attached drawings E-15387-017, E-1.5387-018 and 1-1.5387-023, showing the eastern and western portions of the facility.
