I have begun reviewing your application, and I have just one small request for revision: On the FTA, the Town of Mocksville is listed as the applicant, and Mr. Gamble as the signatory. However, on the FTSE "Davidson Land Development" is listed in the first line "Entity Requesting Allocation". In this case, I believe the "entity" listed on the FTSE should be the Town of Mocksville as it is the stated owner of the subject project. i If you could adjust page one of the FTSE to reflect that change and send it over to me as a pdf, I will insert it into the application packet as a revision. In the meantime I will begin writing your permit, and should have it ready to elevate to Jenny for a signature by the end of the day today. Thank you! The rules state that Fast Track applications must include "documentation that other environmental permit or certification applications that are needed to properly construct and operate the facilities permitted under this Subchapter are being prepared, have been applied for, or have been obtained, such as 401 certifications, erosion and sedimentation control plans, and stormwater 3 management plans." I have copied Alex Lowe on this email, who will process the application. Our office will like highlight something in the permit which states that the 401/404 are required to be obtained before construction of those areas. I have a quick question for you on the Fast Track Sanitary Sewer Permit. I have the forms filled out and signed by the Town Manager. I am working with a wetlands group to get the NW 58 permit for a stream crossing and floodplain crossing for connecting the proposed sanitary sewers to the existing outfalls. The permits have been filed with the ACOE and we are waiting on the permits to come back and to go to Sue Homewood for the 401/404 certifications. My question is would it be possible to submit the application and calculations for review and in the Cover Letter for the project list and describe the NW 58 ad 401/404 certifications? Would the project be permitted with an exception that the stream crossings and floodplain crossing could not be accomplished until the NW 58 and 401/404 certifications are granted? The reason I am asking these questions is that with rules being revised concerning wetlands and stream crossings along with the ACOE being short-handed in reviewing applications we have already spent five (5) months working on the permits.
