Comments from NCDEQ review has been addressed below. Our responses are in
FATC As -Built Submittal Administrative Completeness Comments — 3/21/2020
NCDEQ REVIEW COMMENTS

We received your application for a final Fast -Track post -construction stormwater permit on
3/14/2022. At this time, the submission is not administratively complete and cannot be accepted
for review in its current condition. Please provide the following submittal items within 30
calendar days (by close of business on 4/20/2022) so that we may accept the project and begin
the review process, otherwise, the project will be returned as administratively incomplete.
1x hard copy of the project narrative. This item is required per Section VI, 5 of the
Application.
Response: A hard copy of the stormwater narrative has been provided as a part of this
submittal.
2. 2x hard copies of a full-sized plan sheet showing the following:
a. We require 2x hard copies of the plans. Only a single full sized hard copy of the
plans was provided. This item is required per Section VI, 8 of the Application,
NOTE: You can remove the extraneous sheets from the plan set (such as the
electrical plans and any other plans not directly related to the post -construction
stormwater review).
b. Wetland delineation for the site or a note on the plans that there are no
wetlands located on -site. This item is required per Section VI, 8m of the
Application. Please also list the name of the individual that made this
determination on the plans.
c. Drainage area delineation to the bioretention cell. This item is required per
Section VI, 8o of the Application.
Response: Two hard copies of the full sized plans have been provided as part of this
submittal. Note 5 has been added to sheet C4.1 stating that no wetalnds were found on -
site as well as the name of the individual that made this determination. The drainage area
delineation to the bioretention cell has been provided on sheet C4.1 (attached).

3. The As -Built Designer's Certification for General MDCs indicates that the side slopes of
the SCM are steeper than 3:1 (Side Slopes Section, Item 1), but no explanation is
provided at the end of the form.
Response: Explanation for the side slopes has been added to the end of the As -Built
Designer's Certification form. Updated form and Geotech report are attached.
4. Please reach out to either myself (I drive right by this facility as part of my daily commute)
or the Raleigh Regional Office to schedule an inspection of the site in accordance with
15A NCAC 02H .1044(4). Per 15A NCAC 02H .1044(5), you have 30 calendar days to
provide this information. The Division will have 40 calendar days after receiving the
complete submittal package or 30 days after the site inspection (whichever is later) to
complete the review. Please sign and date the plan sets (Section VI, 8).
Response: This is a NCNG secure facility, so we will coordinate the meeting with the
owner.
