Project specification section 03 30 00 Part 1.4B requires the contractor submit a Concrete Placement Plan, in which the
Contractor will identify its means and methods for placing the concrete prior to start of this work, including protection
against spills. We (Schnabel) will be onsite as the City's engineering consultant for a pre -placement inspection and
during the concrete placement to observe the work. The pump line will be inspected by the Contractor and Engineer on
the shoreline prior to usage. After deploying the concrete pump line into position across the lake, it will be primed with
water prior to concrete placement, when we will again inspect with the contractor the pump line by boat alongside the
contractor to identify any are leaks prior to filling the line with concrete. Floats are required to keep the line elevated
such that it can be inspected (not fully submerged underwater). If an issue arises during placement, concrete placement
would be stopped immediately by halting the supply to the pump.

Mr. Johnson,
I have some concerns regarding the proposal to pump concrete across waters of the state. What measures will be taken
to prevent direct contact between uncured or curing concrete and waters of the state? What measures will be taken to
prevent a spill from the "enclosed line across the lake"? Water that inadvertently contacts uncured concrete should not
be discharged to waters of the state.

Good afternoon,
I am reviewing the application for the above referenced project, and in order to complete the review, some additional
information is required:
1) The site maps included do not show Zones 1 and 2 of the Riparian Buffer. The site maps do not show the
location and dimensions of the proposed buffer disturbance. The Shoreline Anchorage block appears larger than
the 9'x9' block shown on sheet 04 of 07 based on the scale used on the site map. Please provide updated maps.
[15 A NCAC 02B .0611(b)(1)(F)] [Buffer Zones 1 and 2 have been added to the site map. The area indicated on

the maps for impact is larger than the footprint of the concrete blocks because construction will require
excavation at stable slopes to permit formwork installation and a general work area. Dimensions for the impacts
in each Buffer Zone have been added to the attached site plan.]
2) Please provide more information on how these anchor blocks are to be installed. Sheet 03 of 07 Titled "Warning
Barrier Plan" states that "Concrete is anticipated to be pumped across reservoir from Dam Crest". [15A NCAC
02B .0611(b)(3)] [There is no access road to the proposed anchor on the north bank, so we anticipate the
contractor will deliver concrete to the site in a concrete pump truck from the access road off of Cassam Rd. that
leads to the embankment crest at the south anchor. The contractor will have a crew to set up a floating pump
line across the lake in the general area of the proposed warning barrier and pump the concrete in an enclosed
line across the lake. Concrete laborers will be stationed at the north anchor to direct the pump line at point of
placement and finish the concrete. A contractor could propose to hand mix the concrete onsite, at the anchor
or bring the concrete in buckets by boat, but we do not anticipate these other methods will be more protective
of the buffer area.]
3) The site map shows temporary silt fences that appear to be in Zone 1. Temporary sediment and erosion control
devices in Zone 1 that are to control impacts associated with work in the Table of Uses require are Allowable
with Authorization. Please provide a square footage for the amount of disturbance to the buffer by the
proposed temporary sediment and erosion control devices. [15A NCAC 02B .0714(11)(ff)] [The maximum extent
of disturbance (square footage) within each buffer zone has been added to the attached site plan; proposed
temporary sediment and erosion control devices were previously provided in the drawings submitted with the
Buffer Authorization Form.]
