Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is currently undeveloped. The northern half of the site is forested and the southern half is mostly cleared with a dirt road providing access throughout it. An easement provides access to the site from Gordon Road. Swamp forest wetlands exist in the northern part of the site and eventually connect to Smith Creek off site. Vegetation in the wetlands consists of a canopy of red maple, black gum, and sweetgum with fetterbush and red bay in the shrub layer. Uplands are either cleared or support a mix of loblolly pines, water oak and sweet gum. Several ditches are also present on site. Adjacent land use is residential to the north, east, and south. Commercial development is located to the west of the site. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past? * Yes No Unknown 4f. Explain the purpose of the proposed project: * The purpose of the project is to address an affordable housing inventory shortage in the region. Estrella Landing Apartments will provide a multifamily residential development for low- and middle -income households. Permanent wetland and jurisdictional ditch impacts are needed for site grading and development. Temporary wetland impacts are needed to install a sewer line. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The proposed activity includes the construction of a new multifamily, affordable housing project consisting of three apartment buildings containing 84 apartment units, one clubhouse building, a storm water retention pond, play area, picnic pavilion, paved parking areas and landscaped areas. The limits of disturbance will be cleared of vegetation and erosion control measures will be installed. Roadways and utilities will be installed. Then buildings will be constructed. The project proposes to permanently impact 0.015 acre of jurisdictional ditch and 0.075 acre of wetlands for site development. Of this, 0.022 acre of the permanent wetland impact will be within a 100- year floodplain. Additionally, 0.025 acre of temporary wetland impact is needed to install a sewer line. Speciflcally describe measures taken to avoid or minimize the proposed impacts in designing the project: Wetland impacts were minimized as much as possible during site design. The only wetland impact is to a crenulation that extends into the site. Avoiding this area while still maintaining an economically viable project that also meets the affordable housing needs of the community was not possible. Also note that reductions in impacts have been made during the site design process. The sewer line on the original site plan (dated 3/22/2021) prepared by Paramounte for the Special Use Permit Rezoning would have crossed a stream (northern property line follows the stream) and then proceed south through a large area of the wetland and floodplain. This route would not only create wetland and floodplain impacts totaling approximately 4,500 SF (150 LF manhole to manhole by 30 LF for construction and easement) but would require a stream impact as well. The revised (and currently proposed) alignment of the sanitary sewer service illustrated in the Stroud site plan utilizes an existing 20' Private Utility Easement that crosses the property to the west. This route is almost entirely outside the 100-Year floodplain and wetland area and requires no impacts to streams. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: An sediment and erosion control permit will be obtained and implemented prior to any construction. Additionally, a retaining wall is proposed around a portion of the stormwater pond to reduce impacts to wetlands. 2.
