Quality (DWQ) received your application on Apri125, 2006, to impact 1441inear feet of stream to construct the proposed residential subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ. will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property.. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Please indicate which 404 Permit the USACE would use to authorize. this project. Your plans show seven road crossing of streams near lots Nos. 158 and 117, 111 and 97, 129 and 31, 90 and 52, 145 and 123, 138 and 124, and 1 and 42. You have indicated this application is a "Courtesy Copy" and that you are applying under an "Isolated Wetland" permit, yet neither your application nor supporting materials reference any isolated waters. Instead, your application lists seven "temporary" stream impacts associated with a sewerline, but not the road crossings. Please contact the USACE to determine which permit you should be applying under, and resubmit your complete application using the most current attached Pre-Construction Notification application. Please be sure to include all impacts and associated nationwide permits so that this application can be reviewed comprehensively. Please note that all impact sites listed in your PCN form must be clearly labeled and identifiable on the site plans. 2. Please contact DWQ staff to arrange apre-application meeting to make stream determinations on the on-site surface waters and to discuss measures necessary to complete this application. 3. Please show all stream impacts including all fill slopes, dissipaters and bank stabilization on the site plan. Please place building envelopes on all lots containing streams or wetlands. This is particularly important in order to demonstrate that the lots have been designed to be buildable without incurring additional future wetlands and stream impacts (i.e. see lots 145, 157, 118, 137, and other lots containing streams which might be encroached upon to build houses). Please see item XI of the PCN form, which requests a specific description of proposed impervious area based on build-out conditions. You have stated that it will be "<30%" but have not provided a breakdown of impervious areas. Please provide a specific project breakdown of all impervious areas such as houses, road, sidewalks, outbuildings, and driveways.. It will be necessary to quantify these impacts in order for us to concur that you do not need a stormwater management plan. 6. Please indicate the stormwater outfalls on the site plan. 7. It would be helpful if you could provide your electronic CAD files for this project specifically showing the stream impacts. Please forward this data via CD and. email them, size permitting, to ian.mcmillan@ncmail.net Please respond within three weeks of the date of this letter by sending this information to me in writing and Eric Kulz of the DWQ Raleigh Regional Office. If we do not hear from you within three weeks,. we will assume that you no longer want to pursue this project and we will consider the project as withdrawn.. This letter only addresses the application review and does not authorize any impacts to wetlands, waters. or protected buffers: Please be aware that any impacts requested within your application are not authorized (at this time). by the DWQ.
