Hi Lauren,
I'm reviewing the app for Silverstone, and I have a few questions:
1) It looks like Stream Impacts 10-13 were not included on the previous application. From the impact maps, it
appears these impacts are for riprap. Is this correct?
2) It looks like there should be Mitigation SOAs and/or Completed Compensatory Mitigation Responsibility Transfer
Forms in Appendix D of the PCN attachments, but I'm not seeing them. Can you please submit the Mitigation
forms?
3) The Buffer Determination for this project was performed in 2016, which is more than 5 years ago. It looks like a
couple of the impacts had stream start/stop points associated with them. Are the impacts on Impact Maps CWI-
1.3 & CWI-1.6 completed?

USFWS recommend the below conservation measures for the project. Please review and let me know if any of
these are of concern.
• A double row of silt fence should be installed in the floodplain of Neuse River, to ensure that erosion is
captured effectively.
• Outlets from silt fence and other construction erosion control devices should not discharge closer than
50 feet to the top of bank.
• Silt fence outlets for each row of silt fence should be offset to provide additional retention of water and
sediment in the outer row.
• Inspect all vehicles for leaks immediately prior to entering the floodplain each day. Repair any leaks
and clean construction vehicles thoroughly to remove any residual dirt, mud, debris, grease, motor oil,
hydraulic fluid, coolant, or other hazardous substances from construction vehicles.
• Inspections, repairs, cleaning, and/or servicing should be conducted either before the vehicle,
equipment, or machinery is transported into the field or at the work site.
• All drilling muds, wash -water runoff, and/or other harmful materials should be appropriately controlled
to prevent entry into the waterbody, including the riparian zone.
• Fuel and maintain vehicles or equipment and store potentially toxic substances (fuels, paints, solvents,
lubricants, etc.) within a containment area in uplands.
• When not in use, materials and vehicles should be staged outside of the floodplain.
• Minimize the size and number of access corridors for construction vehicles in the floodplain.

• Restore all disturbed floodplain soils to grade and provide temporary stabilization measures as necessary
to prevent erosion until the area can revegetate.
• Temporary and permanent stabilization measures should include only natural materials that are expected
to degrade over time.
• Revegetate with native species. Portions of ROW that are not intended for long-term maintenance
should be revegetated with native trees and shrubs.
