In accordance with 15A NCAC 02T .01 14(t)(2), the Division has evaluate(] the request, and based on the data submitted, the Division hereby approves for use by the Pluris Hampstead WWTP an adjusted daily sewage design Flow rate with the following conditions: • The flow reduction is applicable to residential single-family dwellings only. • The minimum flaw for I- and 2- bedroom dwellings shall be 120 gallons per clay. • Each additional bedroom above two bedrooms shall increase the volume by 60 gallons per clay per bedroom. • This flow reduction shall not apply to sewer extension applications and/or permits for any other public or private organizations whose wastewater flows are or might become tributary to the Pluris Hampstead collection system (W00037287). Future sewer extension applications should be made using the flow reduction amount stated above. All other aspects of the permitting process remain unchanged, and all applications must be in compliance with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer. Horton is proposing to develop a 1,164 acre tract of land along the northwestern side of US Hwy 17 in Pender County near the Scott's Hill Community. In this first phase of development, D.R. Horton is proposing to construct 255 single family units within the Blake Farm SF-1 Subdivision. The nature of this FTA submittal is to modify existing permit WQ0037905 issued on July 13, 2015 for a public system consisting of gravity sewer and one pump station to service the proposed subdivision. D.R. Horton will install the gravity sewer within Blake Farm SF-1 Subdivision. Pluris Hampstead, LLC (Pluris) will own and maintain the system as well as accept the domestic sanitary sewer flow (101,800 GPD) from the SF-1 Subdivision into their newly permitted and installed 12-inch Force Main that lies withint the public R/W of Blake Farm Boulevard. This 12- inch force main will discharge into the Pluris Hampstead WWTP (WQ0037287) currently under construction. The total domestic wastewater flow was determined by using 360 gpd per residential lot (360 gpd x 255 lots = 91,800 GPD) plus a wastewater flow allowance of 10,000 GPD for the Blake Farm amenity site The Farm within the SF-1 Subdivision. These wastewater flows combined equal the requested 101,800 GPD. These flows have decreased from the originally permitted flow of 110,080 due to a reduction in the number of lots in the SF-1 Subdivision from 278 lots to 255 lots. 8" PVC gravity sewer will be installed throughout the proposed Blake Farm SF-1 Subdivision, which will provide public sewer access for the 255 residential units. The gravity sewer will flow into a new Pump Station No. 1 (PS-1) within the SF-1 Subdivision. Wastewater from PS-1 will be conveyed to the existing 12-inch Pluris force main via a 6-inch PVC force main. PS-1 was designed for 200 GPM @ 50' TDH. Currently there are no other pump stations discharging into the 12-inch Pluris forcemain between the PS-1 connection point and the Pluris WWTP.
