PROJECT SUMMARY: The applicant proposes to install a boat ramp 12' X 50' waterward of NWL and install new access pier 4'X 50' waterward along one side of the new boat ramp. James Szwankowski 3/10/2022 411 Baird Point Road Grantsboro, NC 28529 Pamlico Co. Project Setting: Mr. Szwankowski has submitted a CAMA Major Permit application to install a private use boat ramp on his property. The Property is located at 411 Baird Point Rd. on Beard Creek in Grantsboro, NC. In Pamlico County. The lot is maintained lawn and occasional upland trees and has ±320 ft. of shoreline along Beard Creek. Structures include a single family dwelling, detached garage, 115 ft. retaining wall, and a 200 ft. pier with a 9ft. X 20ft., L-head platform and one boat lift. Also on the property is community marina, consisting of 170 ft. dock with 10 slips. At NWL, approximately 245 ft. of coastal wetland extends from the north side of the property to an area approximately 70ft. of high ground at the south side of the property. Water depth at NWL at the location of proposed boat ramp are: 21" at 10ft, 36" at 30ft. and 50" at 50 ft. waterward. Adjacent upstream property is an undeveloped wooded lot. Adjacent property downstream is a cleared lot that with a 50 ft. private dock. This section of Beards Creek is listed as inland waters, not a PNA and classified SC:Sw,NSW by Environmental Management Commission. It is in the Neuse River Basin. At the time of site visit on 3/8/2022, some SAV was observed in the location of the proposed ramp, from 10 to 20 ft. waterward of NWL. No SAV was observed on prior visit in February of 2022. Project Description: The applicant proposes to excavate an area of 12ft. wide and 50 ft. waterward of NWL, and a maximum depth of 50", to create a concrete boat ramp. Applicant proposes to install a Oft. X 50ft. pier along the south side of the ramp. The applicant proposes to install (2) 50ft. sheet pile groins along each side of the proposed ramp, with the landward 25ft. having 1ft. of exposure and the remaining 25ft. sheet pile cut flush to the top of the ramp. The approximately 23 Yd3 of spoil will be placed on high ground and spread onsite. Anticipated Impact: The project will create localized turbidity from excavation of ramp area and installing pilings for pier. The project will have a total of 800 ft2 of shallow bottom disturbance. Current platform area for the existing pier L head is 180 ft2 and the additional pier will add 200ft2 for a total of 380ft2. Kent Vaughan Project Narrative James S. Szwankowski & Cathie S. Szwankowski 411 Baird Point Road Grantsboro, N.C. 28529 (252-249-0990 The construction of our proposed launch ramp will be 12 wide X 50 feet long with jetties on both sides. There will be a 4 foot wide walkway on the south side jetty that is to assist in launching and recovery of our boat. There will be an excavation of 22 to 23 yards of mud and sand to establish a proper grade for the ramp. That material will be immediately spread on our lot number 1 in Baird Point Development. Materials for the jetties are 2.5 salt treated wood pilings and vinyl. We are open to any suggestions or proposals that will help move this project forward This project is for our own private personal use and the entrance will be chained when not in use.
