The City of Wilson Stormwater Division has submitted a proposed Whirligig Station Nutrient Offset
Banking Instrument (NOBI) to the Division of Water Resources for nutrient offset credits within the
8-digit Hydrologic Unit Code (HUC) 03020201 of the Neuse River Basin. The NOBI is proposed to
allow the City of Wilson Stormwater Division to act as a Bank Sponsor for a nutrient load reduction
project known as the Whirligig Station Sand Filter SCM. The proposed NOBI can be found online at:

The City of Wilson Stormwater Division submitted a Stormwater Management Permit Application
(SMP) with supporting documentation on May 11, 2020, to the Division of Water Resources for the
Whirligig Station Sand Filter Nutrient Offset Stormwater Control Measure (SCM). The intent of the
SCM is to generate nutrient offset credits. On June 5, 2020, the DWR issued an approval letter for
the SCM which can be found online at:
