Creswell has been out of compliance for BOD and pH. The existing limits will protect water quality in
the Scuppernong River. I recommend that the permit be reissued with the existing limits and that
compliance issues be addressed.
No chlorine is showing up in the effluent monitoring. It is unclear if Chlorine is used at this facility.
This issue should be resolved to be sure that chlorine in the effluent is not going undetected.

Town of Creswell / Town of Creswell WWTP

- The Town of Creswell has applied for a permit renewal for
their 0.064 MGD facility. Over the past year, Creswell has
been out of compliance for BOD and pH. Monthly averages for
BOD exceeded 30 mg/1 five of the2ast twelve months and
monthly pH averages exceeded 9.0 nine times.
- The discharge is to the Scuppernong River, C-Swamp. A
conservative estimate of drainage area at the discharge is
10 square miles. The river is tidally influenced. The
previous assumption, that the river will have more than
adequate assimilative capacity for such a small facility,
seems valid. I believe that existing limits will protect
water quality in the Scuppernong River.
- The region is aware of the compliance problems. Roger
Thorpe of the WaRO stated that many lagoon systems have
similar BOD and pH compliance problems. He feels that the
region may need to get Creswell on an SOC.
- No chlorine is showing up in the effluent monitoring. It
is unclear if Chlorine is used at this facility. This issue
should be resolved to be sure that chlorine in the effluent
is not going undetected.
- I recommend that the permit be reissued with the existing
BOD limit and that compliance issues be addressed.
