Application makes no mention of expansion room. The site is large enough to make some
improvements or expansions. To my knowledge, none are planned.

Site is located at approximately 6 feet above MSL and is approx. 3/4 of a mile from the Scuppernong
River. I do not believe the site is in the 100 yr. flood plain.

The Scuppernong is rated for aquatic life propagation, fishing, secondary recreation. The river is
tidal.

The Town of Creswell is not currently considering any alternative to this already existing
discharge.

PART IV- EVALUATION AND RECOMMENDATIONS
It is the recommendation of the Washington Regional Office that this permit be renewed and that the following
two modifications be considered:
1)It is the nature of lagoons in this climate that they grow algae. One of the by-product is a high algae
content is elevated pH. For example, this facility has been non-compliant because of pH > 9.0 nine of the last
12 months. It is recommended that the instream waste concentration be analysized to determine if the instream
pH is being effected by this discharge. If the volume and flow of the Scuppernong is sufficient it is
recommended that the pH limit be suspended. Monitoring should continue to be required.
2) The current permit has monitoring requirement for residual chlorine although no disinfection is done. It
might be more appropriate if they are required to monitor residual chlorine only if and when they choose to
disinfect with chlorine. The facility is meeting its current fecal coliform limits without disinfection. Fifteen
months of DMR's show that Creswell has an average fecal count less than ten colonies per 100 mis and a
maximum value of 50 colonies.
