Thank you for returning my call on July 6,1995 regarding a planned meeting of
various state and federal agencies to review the final design alignment for Union
County's proposed Twelve Mile Creek Interceptor Sewer project. Attached is a
memorandum which outlines the dates and objectives of the meeting. If your
schedule permits, we would welcome your participation and input in identifying
issues of concern relative to the proposed final alignment of this significant
interceptor sewer project.

RE: Agency Review of Twelve Mile Creek Sewer Alignment

In response to concerns identified by numerous agencies involved in the review and approval of
the Union County Facilities Plan and Environmental document and the final plans and specifications
for the project, McKim & Creed proposes that a site visit be held among interested agencies to
review available mapping and the proposed alignment of the interceptor sewers, the engineering
plans and specifications which have been prepared, and other project documentation. We further
suggest that a detailed field review be conducted of those areas of concern relative to the
alignment or approval of plans and specifications.
To assist in understanding the magnitude and scope of the project, attached are portions of four
USGS sheets which have been marked to show the approximate alignment of the interceptor sewer
projects. The proposed pipe ranges in size from 48 inches at NC 16 to 15 inches at SR 1162. The
pipe along Price Mill Creek varies from 18 inches to 8 inches.
Scheduling the visit among all appropriate agencies and other personnel may be difficult. However,
after reviewing schedules with Union County, the US Army Corps of Engineers, and the North
Carolina Wildlife Resources Commission, the following dates in August are available:
1) Thursday, August 31, 1995 (first choice)
2) Thursday, August 24, 1995
We feel that the best course of action would be to begin the meeting in the Union County
Courthouse at the Public Works Department to review available mapping and the plans and
specifications. At that time, information on wetlands and other construction impacts will be
available. Following that meeting, we can then proceed to conduct field investigations of each area
of concern so that the final alignment reflects the input from all agencies. If the field investigations
cannot be completed in one day, additional time can be scheduled at the convenience of the
various agencies involved.

I appreciate the time you spent on July 5,1995 discussing the Twelve Mile Creek wastewater
project. As a result of our conversation, I hope your agency will be able to sign off on the
Environmental Assessment document once we have submitted the additional information you
have requested and that the issues related to approval of the final alignment of sewers will
not delay the processing of the Environmental Assessment or the Finding of No Significant
Impact (FONSI).
Further, as promised, we have looked at available dates when a field review of the alignment
could be conducted. Since talking with you, I have spoken with Mr. Steve Lund of the US
Army Corps of Engineers and Union County representatives. Two possible dates have been
identified: Thursday, August 31 and Thursday, August 24. We are therefore requesting that
your office confirm the suitability of these dates. The attached memorandum outlines the
objectives of this review.

conduct a site meeting in Union County on Thursday, August 31, 1995. Thursday,
August 24, 1995 would be the alternate date. The attached memo outlines the
objectives of this meeting.

We appreciate your letter of June 21, 1995 regarding the subject project. Thank you for
clarifying issues related to prehistoric sites 31UN151 and 31UN152 which you verify are
located outside the project boundaries. We further appreciate your clarification that further
investigations are not needed for the proposed waste treatment plant.
With respect to the concerns about the cultural resources survey along the sewer lines,
McKim & Creed has requested proposals from a number of qualified firms and individuals to
perform this investigation. We will recommend that Union County undertake the cultural
resources evaluation as a part of the final plan approval process. Once the cultural
resources investigation is completed, we can then make appropriate revisions to the plans
and specifications if issues of concern are identified.

permitting for Union County's proposed Twelve Mile Creek Wastewater Treatment
Plant and Interceptor Sewer project. We have discussed alignment and permitting
issues with Mr. Owen Anderson of the Wildlife Resources Commission and Mr.
Steve Lund of the Corps of Engineers. The attached memorandum identifies the
objectives of the site meeting and proposes two meeting dates: Thursday, August
31, 1995, the County's first choice; or Thursday, August 21, 1995.
We are extending this invitation to you or other members of the Fish and Wildlife
Service in order receive input from your agency as we finalize plans and
