Union County
Twelve Mile WWTP Expansion
Project No. CS370370-09
Dear Ms. Putnam:
A letter of request for Rerating of Capacity was received on December 1, 2006, by the
Division. Final plans and specifications for the subject project have been reviewed and found to
be satisfactory. Authorization is hereby granted for the rerating of the existing 2.5 MGD
Wastewater Treatment Plant, with discharge of treated wastewater into Twelve Mile Creek in the
Catawba River Basin.
This rerating results in an increase in design and permitted capacity to 3.0 MGD, is
effective starting April 1, 2007, and is awarded based on supporting engineering calculations and
the engineer's certification that the following specific modifications have been completed:
• Expansion of the influent pump station to a firm capacity of 15 MGD,
• One new MLSS distribution box,
• Two new 85-foot diameter secondary clarifiers,
• New RAS and WAS pump stations,
• One new 1 MG aerobic digester, and
• New standby power facilities
pursuant to the application received on December 1, 2006, and in conformity with the project
plan, specifications, and other supporting data subsequently filed and approved by the
Department of Environment and Natural Resources.
This Rerating of Capacity is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NC0085359 issued November 27, 2006, and shall be subject to revocation unless the
wastewater treatment facilities are constructed in accordance with the conditions and limitations
specified in Permit No. NC0085359.

The sludge generated from these treatment facilities must be disposed of in accordance
with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those as may
be required by this Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.
Upon classification of the wastewater treatment facilities by the Water Pollution Control
System Operators Certification Commission (WPCSOCC), the Permittee shall designate and
employ a certified operator to be in responsible charge (ORC) and one or more certified
operator(s) to be back-up ORC(s) of the facilities in accordance with 15A NCAC 8G .0201. The
ORC shall visit the facilities in accordance with 15A NCAC 8G .0204 or as specified in this
permit and shall comply with all other conditions specified in these rules.
A copy of the approved plans and specifications shall be maintained on file by the
Permittee for the life of the facility.
Failure to abide by the requirements contained in this rerating may subject the Permittee
to an enforcement action by the Division of Water Quality in accordance with North Carolina
General Statute 143-215.6A to 143-215.6C.
The issuance of this rerating does not preclude the Permittee from complying with any
and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

Hello All,
On September 11, 2007, the professional engineer, Jim Struve signed a certification
indicating that the WWTP had been constructed in accordance with the approved plans
and specifications. The transmittal had some minor exclusions. I discussed the
minor exclusions with the engineer today. Based on his certification and our
conversation, I am confident that the new limits associated with the 6 MGD capacity
.should be implemented as of the date on the certification which is September 11,
2007. The ATC data in BIMS has been updated to indicate receipt of the engineering
certification on September 14, 2007.
