In accordance with your request received September 30, 1999, the Division is forwarding the subject
permit modification. This modification documents the change in ownership at the subject facility. All other terms
and conditions in the original permit remain unchanged and in full effect. This permit modification is issued
under the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983.
If any parts. measurement frequencies or sampling requirements contained in this permit modification
are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the
North Carolina General Statutes, filed with the Office of Administrative Hearings, Post Office Drawer 27447,
Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding.
This permit does not affect the legal requirement to obtain other permits which may be required by the
Division of Water Quality, the Division of Land Resources, Coastal Area Management Act, or any other Federal or
Local government permit that may be required. If you have any questions concerning this permit, please contact

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1,
other lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,
CNA Holdings, Incorporated
is hereby authorized to discharge wastewater from a facility located at the
Shelby Plant
NC Highway 198
South of Shelby
Cleveland County
to receiving waters designated as Buffalo Creek in the Broad River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective October 5, 1999.
This permit and authorization to discharge shall expire at midnight on August 31, 2003.

SUPPLEMENT TO PERMIT COVER SHEET
CNA Holdings, Incorporated, is hereby authorized to:
1. Continue to operate an existing 0.8 MGD activated sludge wastewater
treatment facility consisting of:
• Comminutor
• Bar screen and grit chamber
• Three equalization basins utilizing pH adjustment
• Two aeration basins with chlorine added on an as -needed basis
• Two secondary clarifiers with polymer addition
• Waste activated sludge digester
• Two sludge ponds
• Three polishing ponds
This facility is located at the Shelby Plant on NC Highway 198 south of
Shelby in Cleveland County.
2. Discharge remediated groundwater, process wastewater, domestic
wastewater, clarifier blowdown, boiler water make-up and blowdown,
cooling tower make-up and blowdown, fire lagoon water, and spin finish
make-up and Vectra wastewaters, as indicated on the attached map,
through outfall 001 into Buffalo Creek, a class C water in the Broad
River Basin.

What was the effective date of the ownership change? Although your
later stated the change was to be effective on 8/16/99, what was the
actual date? Please provide some documentation to verify the date
(corporate memo, etc.).
Please send the supporting documentation to me at the address listed
below. If the supporting documment are less than ten pages, you can fax
them to me. If the supporting documentation is over ten pages long,
simply mail them to me with a cover letter.
Once this information has been received, I will prepare the name &

The purpose of this memorandum is to inform you that the owner/operator of the
Shelby, NC, facility of HNA Holdings, Inc. (formerly known as Hoechst Celanese
Corporation) is changing. Effective 8/16/99, the HNA Holdings' Shelby, NC,
facility will be a part of CNA Holdings, Inc. (Celanese North America Holdings,
Inc.) This change is a part of the global reorganization of the Hoechst companies.
No changes will occur in the site's operations or management with the change in
the operator's name.
The NPDES permit for this facility, NC0004952, was issued earlier this year. Any
fees required to make this change should be billed to CNA Holdings, Inc., and
