A.copy of the Compliance Inspection Report is enclosed for your review. Mr. Joe Potts, Plant Manager and Ms. Evonne Green, Production Supervisor were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCGO60000 under Certificate of Coverage NCG060117. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Rocky River, class C waters in the Yadkin River Basin. As a result of the site inspection, the following deficiencies are noted: 1. Analytical Monitoring has not been conducted and recorded per the conditions of General Permit NCG060000. 2. Qualitative Monitoring has not been conducted and recorded per the conditions of General Permit NCG060000. Other Observations Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Requested Response A written response is not requested at this time. Action Items Conduct and record monitoring per the conditions of General Permit NCG060000. She reviewed the Stormwater Pollution Prevention Plan (SPPP) which appeared orderly and contained the majority of the information required by General Permit NCGO60000 with the following exceptions. The site map should include all features per the conditions in General Permit NCG060000. There should also be yearly documentation that spills or no spills have occurred. No Solvent Management Plan has been developed for this facility. The Analytical and Qualitative Monitoring records were reviewed. The monitoring records were fully present except for the monitoring period Jul} 1, 2021-September 30, 2021 because no monitoring had occurred. General Permit NCG060000 which had been renewed July 1, 2021 now requires quarterly monitoring. The facility grounds were inspected with the review of the single outfall,aboveground storage tank and the other Best Management Practices being utilized. Facility personnel wanted me to determine if they qualified for No Exposure Certification. There was metal scrap material and used tires completely exposed to stormwater runon and runoff on the facility grounds which currently prevents the facilty from applying for a No Exposure Certification.
