Syr 2 0~ 5 sx~Er' 3 mF 5 .S~t~T 4- of 5 s ~,EFr' .5' or 5 Attachment Block 18, 19, 20, and 24 Rider's Creek Canal Project Narrative Description The Rider's Creek Community approached the Tyrrell County Board of Commissioners in January of 1999 requesting assistance in getting Rider's Creek cleared and snagged up to Level's road and dipped out above that in the manmade canals. A grant application was prepared and sent by the County Commissioners to the Division of Water Resources in June of 1999. Grant was approved in Apri12000. A landowner meeting was held in the community in June 2000 to discuss the proposed project. Lateral A canal was added to the project since it affected a large percentage of the property. Dip out was requested on the main canal and Lateral A. Clearing and snagging was done on the creek from Scuppernong River up to the intersection of the main Canal and Lat. A in 2001. Landowner's names, acres and tax map locations were gathered for all property draining into this drainage system. There are 1701andowners, 112 lot owners and 66 cropland owners. Cropland acres is 1054.7, high woodland acres I 1442.6 and low woodland or swamp acres is 1135.4 for a total of 3905 acres affected. We met with Steve Trowell, CAMA and Tom Walker, Corp of Engineers twice on the project permit requirements. We were advised that a CAMA major permit would be required for the dip out of the canals. Clearing and snagging will not require a permit. Profiles and cross-sections were run in March of 2001 and were included in the permit application. After working on the requirements for a CAMA major permit including right-of--way easement signatures from landowners and the application being returned twice because of omitted data, the county reapplied for a CAMA permit and was advised one would not be required. The county then contacted C.O.E. and was told a Dept of Army individual permit would be required. The dip-out work is proposed for 4400 feet of the main canal which drains south from the headwaters of Tider's Creek and 3800 feet of Lateral A canal which drains property east of the main canal starting about 1000 feet south of Level's Road. A hydraulic backhoe on tracks or a dragline will be used for the dip-out. A bulldozer or hydraulic backhoe will be used to do limited clearing and excavation on top of the existing spoil piles placing berms on each edge in order to contain the new spoil. Brush and trees removed will be placed on the landward side of the existing spoil pile to help contain the new spoil and prevent it from entering any adjacent wetlands. Grass will be seeded on the spoil piles upon completion. Where the existing spoil has subsided into the swamp floor, new spoil will be placed with 20 foot breaks left every 200 feet or culvert pipes installed, to allow flood waters to flow into the wetlands as they have done naturally. Culvert pipe installation would allow a travel way for periodic future maintenance with less cost to the landowners and impact on the environment. Trees and brush will again be used to contain the new spoil in a 22 foot wide area with a 4 foot berm left between the spoil and canal. Equipment mats will be used if conditions are wet enough to affect traffic ability. Easement will be signed by all landowners upon which actual work will be done. Tyrrell County will comply with the [provisions the North Carolina Environmental Policy Act (N.C.G.S. 113-A-1 to 10). This work is proposed to begin in October and be completed by February 28tH °f the year the permit is obtained. USDA Natural Resources Conservation Service, and The Tyrrell Soil and water Conservation District personnel will supervise construction to assure compliance with the permit requirements. Project length is approximately 2.3 miles extending from the bridge on SR # 1105 upstream to a canal intersection approximately 1000 feet southeast of SR 1301 in Tyrrell county. See attached map. 2. Work will consist of removal of all stream obstructions that impede stream flow or navigation as determined by the project supervisor. Leaning trees mazked by the NC Wildlife Resources Commission will also be removed. Materials removed shall be placed on the stream bank parallel to the stream channel. Care should betaken that materials removed from the stream aze placed on the bank so that they will not be in a position to re-enter the stream. Work will. be performed from the stream channel and below the high water mark of the adjacent flood plain. 3. Time for project completion is 60 days after award of contract. 4. A floating barge with a mechanically powered winch capable of removing trees up to 24 inches in diameter and chain saws aze mandatory for this project. A contract will not be awarded to any bidder not having above mentioned equipment. Please attach a specific equipment list to your proposal. Work will be performed under the supervision of Kirby Ballance, Soil Conserva+~ion Technician With USDA, Natural Resources Conservation Service. He has the authority to issue stop and proceed work orders. If any underwater archaeological remains such as small boats or Indian canoes are discovered, the contractor is required to immediately inform the Project Supervisor.
