Downstream = approximately 1400 feet below discharge. 2. • The monthly average effluent BOD and Total Suspended Solids concentrations shall not exceed 15% of the respective influent value (85% removal). 3. Limit and monitoring requirements apply only if chlorine is added for disinfection. The Division shall consider all effluent TRC values reported below 50 µg/L to be in compliance with the permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory (including field certified), even if these values fall below 50 µg/L. 4. TN = TKN + NO3-N + NO2-N, where TN is Total Nitrogen, TKN is Total Kjeldahl Nitrogen, and NO3-N and NO2-N are Nitrate and Nitrite Nitrogen, respectively. 5. Chronic Toxicity (Ceriodaphnia) limit at 1% with testing in March, June, September, and December (see A. (2)). 6. Instream monitoring shall be waived as long as the permittee maintains membership in the Middle Cape Fear River Basin Association (MCFRBA), which conducts comprehensive instream monitoring. If the permittee cancels membership in the MCFRBA, the facility shall begin collecting the listed instream samples immediately at a • frequency of 3/week (June - September) and weekly (October -May). 7. Facility shall employ method 1631E for mercury analysis. There shall be no discharge of floating solids or visible foam in other than trace amounts. Permit NC0043176 A. (2) CHRONIC TOXICITY PERMIT LIMIT (Quarterly) — OUTFALL 001 The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 1.0%. The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the "North Carolina Ceriodapbnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of March, June, September and December. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests willbe determined using. the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and THP3B for the Chronic Value. Additionally, DWQ Form AT-3 (original) is to be sent to the following address: Attention: NC DENR / DWQ / Environmental Sciences Section 1621 Mail Service Center Raleigh, North Carolina 27699-1621 Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after the end of the reporting period for which the report is made. Test data shall be complete, accurate, include all supporting chemical/physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to indude alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. A. (3) PERMIT RE -OPENER: MERCURY TMDL IMPLEMENTATION The Division may re -open the permit to implement the requirements of the Mercury TMDL. Permit NC0043176 A. The analytical methods shall be in accordance with 40 CFR Part 136 and shall be sufficiently sensitive to determine whether parameters are present in concentrations greater than applicable standards and criteria. The facility has no pretreatment program. COMPLIANCE SUMMARY Data was reviewed for 2007-2011. The facility received two NOVs during the review period: 07/07/2010 — flow, 02/07/07 — pH.. Whole Effluent Toxicity - The permit requires quarterly chronic effluent toxicity test (Ceriodaphnia) at 1.0 %. The facility passed all the toxicity tests. The latest Compliance Evaluation Inspection conducted on 03/02/2011 determined that the facility is in compliance. INSTREAM MONITORING This facility is required to monitor dissolved oxygen and temperature. These monitoring is waved since they participate in the Cape Fear Basin Association. The City of Fayetteville has a water intake approximately 20 miles downstream. Access to this stretch of the river is limited. PART II - DESCRIPTION OF WASTES AND TREATMENT WORKS 1. a. Please provide a description of existing or substantially constructed wastewater treatment facilities: Since the issuance of the last NPDES permit for this facility the following changes have occurred: Changes to the head works • Replacement of existing influent pump station which consisted of three screw pumps with a new influent pump station consisting of two T-10 and two T-12 Gorman Rupp pumps. • Replacement of existing automatic bar screen and grit removal units with new automatic bar screen grit removal units. • Construction of a new pump station consisting of two T-10 Gorman Rupp pumps and a three million gallon equalization tank. Changes to bio-solids handling equipment • Replacement of three blowers and aeration system in existing sludge digester • Replacement of existing Diffused Air Flotation unit with a new Rotary Drum Thickener for sludge thickening Changes to dual chlorine contact basin • Process change from gas chlorine to 12% sodium hypochlorite liquid for disinfection of effluent. • Process change from gas sulfur dioxide to sodium bisulfite liquid for de -chlorination of effluent. In addition to the changes listed above the BRWWTP continues to operate a coarse bubble activated sludge aeration basin with four cells, three final clarifiers (60 feet in diameter), dual chlorine contact basin (as described above), an effluent pump station with three vertical turbine pumps and river cascade discharge. Sludge handling facilities include aerobic digester (150,000 gallon capacity), a secondary aerobic digester/sludge holding tank (500,000 gallon capacity) and the rotary drum thickener as described above. f.
