This document confirms that 3.08 Wetland Credits (Credits) from the Brushy Mountain
Mitigation Bank (Bank) are currently available and all or a portion may be used, once transferred,
for compensatory mitigation relative to the Ridgemont Subdivision project USACE
The Applicant may ultimately purchase the Credits, if they are available, following Permit issuance.
Should the Applicant purchase the Credits at that time, we will complete and execute the Mitigation
Credit Transfer Certificate (Certificate) within five (5) days of receipt of the full purchase price.
We will additionally provide copies of the completed and executed Certificate to the Applicant, the
Division of Water Resources (DWR) and, if needed, other regulatory agencies. In addition, we will
provide DWR with an updated copy of the Bank's Ledger, reflecting the transaction. Transaction
information in the updated Bank Ledger will include relevant Permit and Applicant information as
well as the number and resource type of the debited Credits.

Ridgemont Subdivision
Physical Setting:
The Ridgemont Subdivision is located at the terminus of Whitney Road at the eastern edge of
the incorporated limits for the Town of Mocksville, NC. The area of the Ridgemont Subdivision
is on a forested plateau above the floodplain of Elisha Creek. The topography grades east
towards Elisha Creek and is dissected by the stream courses for unnamed first order perennial
and second order intermittent tributary streams. These tributaries become incised
downstream. The meandering riverine system is located in a deciduous forest with dense
undergrowth. Forested wetland areas are present adjacent to the tributary streams and on the
floodplain to Elisha Creek. Land use in the area of the Ridgemont Subdivision is residential to
the west and rural -agricultural to the north, east, and south.
Project Description:
Three (3) sewer lines for the Ridgemont Subdivision will tie into existing primary sewer lines
and collector lines for the Town of Mocksville. Outfall I will require a temporary stream
crossing of a perennial unnamed tributary stream to Elisha Creek. Outfall 11 and Outfall III will
traverse the floodplain for Elisha Creek and cross areas of mapped wetlands on the western
bank. A separate trench will be excavated for each sewer outfall within the 20 foot ROW to
install sewer pipes. The trenches will be backfilled with stockpiled soils following line
installation. All areas within the ROW within the jurisdictional limits on the streambank will be
restored afterwards.
