Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The Ridgemont Subdivision is located at the terminus of Whitney Road within the Town of Mocksville, INC at the eastern edge of the incorporated limits. The area of the Ridgemont Subdivision is on a forested plateau above the floodplain of Elisha Creek. Site topography grades east towards Elisha Creek and is dissected by the stream courses for unnamed first order perennial and second order intermittent tributary streams. These tributaries become incised downstream. The meandering riverine system is located in a deciduous forest with dense undergrowth. Forested wetland areas are present adjacent to the tributary streams and on the floodplain to Elisha Creek. Land use in the area of the Ridgemont Subdivision is residential to the west and rural -agricultural to the north, east, and south. The Right of Way for a primary public sewer line parallels Elisha Creek from north to south along the west bank of the creek. Outfall II and Outfall III from the Ridgemont Subdivision will tie in to this primary sewer line at existing manholes. A sewer collector line parallels an unnamed tributary stream to Elisha Creek from east to west. Outfall I will tie into this secondary sewer line at an existing manhole. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past? * Yes No Unknown 4f. Explain the purpose of the proposed project: * Sanitary sewer lines for the Ridgemont Subdivision residential development are to be installed in utility easements on properties owned by Davidson Development, LLC and the Town of Mocksville. Three (3) sewer lines will tie into existing main sewer outfalls and collector lines for the Town of Mocksville. Outfall I will require a temporary stream crossing of a perennial unnamed tributary stream to Elisha Creek. No wetlands are mapped in the area of Outfall I. Outfall II and Outfall III will require a temporary stream crossing of an intermittent unnamed tributary stream to Elisha Creek. The permanent conversion of exiting forested wetlands to emergent wetlands will occur within each utility corridor for Outfall II and Outfall II. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * Three (3) sewer outfalls will be installed to carry waste water from the Ridgemont Subdivision to existing municipal sewer lines. Outfall locations are shown on Drawing C-105 of the attached development plans. Details for construction measures including stream crossings and vegetative stabilization are included on Drawing C-708. A separate twenty (20) foot wide right-of-way (ROW) is planned for each sewer outfall. Trees and undergrowth will be removed within the ROW using a hydro axe. A small excavator (1.5 to 2 ton) will be used to dig a trench for each sewer line in the ROW and for grading at all stream crossings. Impervious dikes and a bypass pump will divert water during trenching at each stream crossing. Sewer outfall pipes are to be installed below the existing stream bed. Stream banks will be restored and stabilized using Type 2 geotextile fabric, 6 in. of #57 washed stone, and topped with 2 ft. of Class B rip rap, as specified. Outfall I will tie in to an existing sewer collector line after crossing an unnamed perennial tributary to Elisha Creek. The sewer collector line parallels this tributary stream which drains from west to east along the northern boundary of the subdivision. The installation of Outfall I as shown on the plans will not impact any wetlands. Outfall II and Outfall III connect to a main sewer line that parallels Elisha Creek from north to south along its west bank. To connect to this existing sewer line, the 2 outfalls from Ridgemont will cross an intermittent tributary stream to Elisha Creek at separate locations. Outfall II and Outfall III will traverse the floodplain for Elisha Creek and cross areas of mapped wetlands on the west bank. A separate trench will be excavated for each sewer outfall within the 20 foot ROW to install sewer pipes to the depth specified on the plans. The trenches will be backfilled with stockpiled soils following line installation. All surfaces within the ROW within the jurisdictional limits on the streambank will be stabilized afterwards using NC Piedmont Riparian Mix and maintained as emergent wetlands. 5. Impact Justification and Mitigation 1. Avoidance and Minimization u 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Outfall I crosses the main unnamed perennial tributary to Elisha Creek. Ouffall I was laid out so as to purposely avoid an intermittent first order tributary stream that merges with the perennial stream north of the subdivision. Outfall II and Outfall II will cross an intermittent tributary stream to Elisha Creek at 2 locations on the floodplain. The planned locations of Outfall 11 and Outfall III are necessary to allow the wastewater discharge from the Ridgemont Subdivision to enter a main sewer line that parallels Elisha Creek from north to south under gravity feed. However, these outfalls were located so as to minimize impacts to adjacent wetland areas as much as possible. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The planned sewer outfalls were designed to allow the most direct connection to existing municipal sewer lines and cause the least amount of disturbance to creeks and wetlands as possible. These outfalls were also designed to intercept the existing sanitary sewer outfalls at a 90 degree angle or greater which allows for proper flow into the receiving sewer line. The installation contractor will only disturb areas within the permanent 20 ft. wide easement for the proposed sanitary sewer ouffalls. All areas will be stabilized with a riparian seed mix and mulched immediately after the proposed line is installed. After the sewer lines are installed and accepted by the Town of Mocksville, the Town will maintain the areas within the easements along the floodplain for the ease of access to the sanitary sewer lines. The areas will remain as emergent wetlands. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
