4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:"
The project site is bordered by Southport -Supply Road (Hwy 211) East, to the north, single family dwelling, to the west, a Dollar General, to the east, and undeveloped land, to the south.
The project site is approximately 4.88 acre of mostly groomed upland, with a driveway, several buildings and parking areas positioned within the interior of the property. A Pocosin type
wetland encroaches over the south and western property line, and a 0.458-acre, relic sand pit, where the first couple of feet of soil was removed, can be found within the northeast corner
of the property. According to discussions with Gary Beecher (USACE Brunswick Co. Field Rep.), the USACE has determined the feature to be isolated and man-made. Please see the
attached aerial photo, JD Request Packet, and site plan for details. Residential and business are the main land uses, in the vicinity of the project.

The purpose of this project is to construct a self storage facility in an area where demand is high.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:
The project entails removing woody vegetation, from 0.17-acre of Pocosin wetland, and back filling, with clean earthen soil. The soil will be graded and topped with pavement or the like.
Dump trucks, backhoes, front end loaders and the like will be used to facilitate the work.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The Applicant had the site delineated for wetlands, prior to designing the project. Once it was determined wetlands existed, within the project limits, the
Applicant designed the project to minimize the impact to the greatest extend possible, by not utilizing approximately 0.115-acre of the property, where
wetlands exist, and by incorporating a retaining wall, which minimized the impact by 0.02-acre.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Prior to commencing with land disturbing activities, sediment and erosion control (E&SC) measures, such as silt fence and sediment basins, will be
installed. This should ensure that, during the construction period, runoff is collected and treated, prior to discharging offsite, and sediment is trapped
within the approved limits of disturbance. Additionally, the approved wetland impact line will be clearly marked with orange construction fencing, to
ensure the boundary is not inadvertently crossed.

The project site currently contains several buildings and is mostly groomed upland. SEGi consulted the NC Natural Heritage Program Database (see
attached), to determine which species and/or their habitat may be present within the project limits. During the wetland delineation, SEGi biologist
evaluated the project area and found no potential habitat, for any of the listed species.

sites. Additionally, the site is not located within an area designated as a National Historic Place.
