Duplin County, North Carolina BR&S Job No. 2007-71 Dear Mr. Saunders: On behalf of Triple S Farms and Cleaning, Inc., Branch Residuals & Soils has prepared the following response concerning the above referenced Additional Information Request dated March 29, 2022 (Attachment A). There are four items of additional information requested in the afore -mentioned letter. They will be addressed separately below: RSCA 1. Lab report for Bridgeton was greater than one year old. At the time the modification was prepared the older (March 2020) sample result was used in the preparation of the RSCA for this source because it was the most recent sample available. Why the Town of Bridgeton did not provide that information at an earlier time is beyond my control. Attached are the Bridgeton sample results from the April 2021 sample (Attachment B). Also attached (Attachment B) are the appropriate RSCA sections. Please note the Nitrogen calculations were lower form the April sample and the initial calculations in the previous RLAP are more of a worse case for acreage and nitrogen loadings. LASCA 2. Drainage Feature in Field 1. The drainage area was removed from the field boundary and a new map is attached in Attachment C that illustrates the new field boundary. There was a change in acreage and an updated pages of the Triple S Farms and Cleaning Inc. Permit WQ0030998 NCDEQ — DWR Additional Information Request BR&S Project 2007-71 March 31, 2022 LASCA and RLAP forms are included. Also attached in Attachment C is a sealed statement that addresses this issue. 3. Well buffer in Field 9. This was a proposed well that was never actually installed. Attached is a signed and sealed statement to this affect (Attachment Q. 4. Unsititable area bt ffered ottt of Field 7. The lab report used in the Metals Determination and the Nutrient/Micronutrient Determination for the Town of Bridgeton WWTP was dated March 2020, which is over one year from the application date. If land application of material from this facility has occurred in the past year, please provide a 2021 analysis of the facility's residuals. E. Land Application Site Certification (FORM: LASC 06-16) Form: 1. There appears to be a drainage feature shown in the northwestern portion of the modified Field 1 that is not buffered out. This feature was buffered out of the field in the permit issued May 3, 2021. A new application map shall be submitted with the correct buffer applied for this feature, and the LASC shall be updated with the updated field acreage. If the feature no longer exists, a sealed statement from a Licensed Soil Scientist (LSS) shall be provided to verify the soil's suitability for land application, and the drainage feature line shall be removed in an updated map. 2. There was a buffered well shown on Figure 1 of the most recent permit that is located on the southern portion of the Field 9 that is not included in this application. If a well is still at this location, it shall be shown on an updated application map along with the appropriate buffer, and the LASC shall be updated with the updated field acreage. If this well has been properly abandoned or if it was never constructed, a brief statement from an LSS shall be provided to verify that the new land application area from this removed buffer are consistent with the original evaluation and suitable for land application. 3. There are sections of field 7 that were buffered out as unsuitable in the most recent permit that are now included as application area in this permit. If these sections of the fields are requested to be added, a sealed statement from an LSS shall be provided to verify the soil's suitability for land application. Otherwise, these sections of the field shall be buffered out and depicted in an updated application map, and the LASC shall be updated with the updated field acreage. F. TRIPLE S FARM SOILS AND AGRONOMY REPORT Based on questions raised in the review of the Triple S Farms modification, a new map is attached that addresses the following issues. An drainage features were buffered in Fields 1 and 7 that are consistent with the current field layout and the features that need buffering. These features are buffered but field shapes have been changed. Predominant soil series for these fields remain unchanged. Please refer to the updated LASCA form that indicates the slight reduction in acreage to account these changes. Field 9 had an area proposed for a well to be installed. This well was proposed but never installed. The changes as identified on the map are correct and are not different from originally depicted in the permit submittal. Predominant soil series for this field remains unchanged. Realistic Yield Estimates for nitrogen applications for these fields should be set as follows. Crop management guidelines that will be of importance for this site will be: • Proper coordination with land applier to incorporate biosolids, • Proper harvesting of cover crop, • Matching of cover crop's growing season to application events, • Overseeding if winter application is desired, • Good communication with farmer, land applier,..a 01 proper coordination between)PAA and s ' and planting.
