Dear Mr. Barrett:
Your letter of Oct. 19, 1990 to Mr. Steve Tedder regarding speculative discharge limits for an
expansion of the Henry Fork WWTP to 9.0, 12.0, and 15.0 MGD was referred to my office.
Additional information is needed to do a complete analysis of NPDES permit limits for the
expansions. Since your proposed expansion(s) are greater than 0.5 MGD, an Environmental
Assessment must be prepared. Please contact Alan Clark of the Water Quality Planning Group at
(919) 733-5083 for guidance. Additional information which will be required to complete a
wasteload allocation include an updated Headworks Analysis and a recent priority pollutant scan.
The Division is initiating a basinwide management strategy for the state. All NPDES permits within
a given basin will be renewed in the same year allowing the Division to examine interaction among
all point and non -point sources of pollutants for that basin. The basin plan for the Catawba River
should be promulgated by 1995 and a draft version will hopefully be available to the public sometime
in 1994. In the meantime, the City of Hickory can expect revised limits and monitoring requirements
upon expansion. Limits or monitoring requirements for constituents such as Copper, Cyanide,
Cadmium, Chromium, Nickel, Lead, Zinc, Silver, and Mercury can be expected. Color is likely to
be an issue due to Hickory's textile wastes. Limits which protect against instream ammonia toxicity
will be required. Summer and winter limits of approximately 2 mg/1 and 4 mg/1 respectively are
anticipated. The BOD5 limit may be revised as well. Quarterly whole effluent toxicity testing will
continue to be required. The instream waste concentration (IWC) for the toxicity test will depend on
the magnitude of the expansion. The IWC may increase to as high as 48% for a 15 MGD facility. In
addition, dechlorination to 0.028 mg/1 or alternate disinfection will be required upon expansion.
The above limits are speculative and are for use in an engineering review of discharge alternatives.

We are currently conducting a treatment plant evaluation and expansion study
for the City of Hickory's Henry Fork Wastewater Treatment Plant located north
of NCSR 1144, south of Hickory in Catawba County (NPDES Permit No. NC 0040797).
In order to evaluate process requirements and treatment alternatives, we are
requesting your section project effluent limitations for any regulated
parameter if the WWTP were to be expanded and permitted to treat monthly
average discharge flows of 9 MGD, 12 MGD, and 15 MGD.
If there are any questions, do not hesitate to contact me. I will be
contacting you by telephone within the next few weeks to determine the time
frame for which this information may be provided.
