Sutton Energy Complex 2022 Permit Renewal Application Attachment 4 Form 2C —Section 3 Flow, Sources of Pollution, and Treatment Technologies The L. V. Sutton Electric Plant has two simple-cycle Internal Combustion (IC)turbine units and a natural gas-fired 2x1 Combined Cycle(CC)combustion turbine. The plant has a 1,110-acre(6,900 acre-ft) wastewater cooling pond on the east side of the Cape Fear River approximately ten river miles upstream of Wilmington, North Carolina. Water is withdrawn from the Cape Fear River,as required,to makeup evaporative and blowdown losses from the cooling pond. Chemical constituents contained in the discharge from the permitted outfall will, in part, be representative of the naturally-occurring chemical quality and quantity of the intake water and will also have chemical constituents of such quality associated with similar discharges for generating facilities of this size,type, and in this geographical location. Either all or part of the elements in the Periodic Table, either singularly or in any combination, may from time to time be contained in the discharge. The Sutton Plant had one external permitted outfall to the Cape Fear River. This outfall was a discharge from the cooling pond (Outfall 001) which received all combined wastewaters from the plant(including several internal outfalls). In 2015, Duke Energy provided an updated permit application, upon request of the Division of Water Resources,to support the characterization of the Cooling Pond as Waters of the State. Based on that classification,the site now has the following external outfalls: • Outfall 001 can discharge through the sluice gates to the Cape Fear River. Discharges to alter the level water in Sutton Lake would not be regulated under the NPDES Permit. • Outfall 008 is located at a compliance point at the end of the effluent channel into the Cooling Pond. The waste streams contributing to these outfalls are described in further detail below. Historic Cooling Pond Discharge Historically Sutton Plant's discharge of recirculated cooling water from the Cooling Pond to the Cape Fear River was considered a regulated NPDES outfall. However,due to NCDEQ's reclassification of the cooling pond,only outfall 008 is directed to the cooling pond. Under current site operations,the cooling pond is not expected to discharge except for maintenance purposes or in anticipation of an extreme weather event,such as a hurricane, when additional freeboard is needed to prevent overtopping of the pond dikes. These discharges to alter the level of water in the cooling pond would not be regulated under the NPDES permit. Outfall 001 Effluent is directed to the Cape Fear River(to Outfall 001). Historic practice was to route a minimum of 4.0 MGD to the cooling pond before additional effluent routed to the Cape Fear River. This outfall consists of ash pond discharge, groundwater, landfill leachate, and stormwater runoff. Additionally,this outfall may include cooling water from Outfall 008 Outfall 008- Effluent Channel Recirculated Condenser Cooling Water A4-1 Duke Energy Progress, Inc. NPDES Permit NC0001422 L.V.Sutton Energy Complex 2022 Permit Renewal Application The condenser cooling water for the CC block is withdrawn from and discharged to the cooling pond.The heated discharge is routed around baffle dikes within the cooling pond to achieve maximum surface cooling efficiency and before being recirculated through the condenser cooling water intake structure. Evaporation, which is estimated to consume approximately 1.5 MGD above natural evaporation rates during times of full operation, effectively cools the heated water discharge. Biological fouling control agents are used on heat exchanger surfaces. Non-contact Cooling Water Non-contact cooling water is also withdrawn from and returned to the cooling pond. This water provides indirect cooling for various equipment by absorbing heat as it passes through a heat exchanger. No direct contact is made with any other equipment or process. Stormwater There are several discrete stormwater conveyances to the effluent channel including three discharges from stormwater basins (the South Wet Detention Basin, the North infiltration Basin, and the West Retention Basin). Internal stormwater outfalls SW001, SW002, SW003, SW004, SW005, SW006, and SW007 drain to the Effluent Channel (Outfall). During certain extreme storm events(e.g., 25-year, 24-hour),storm water may inundate areas around the plant site and accumulate beyond design capacity. Storm water collected during these conditions may be pumped directly to the cooling pond or to the surrounding landscape. Other Site Wastewaters During maintenance activities, sludge removed from basins, sumps, etc.will be transported off- site for proper disposal. Other Site Wastes Domestic Wastes Sanitary wastes are treated by an onsite septic tank and drainage field that is permitted by the New Hanover County Health Department. The septage is exempt from the 40 CFR 503 standards. Duke Energy Progress, Inc. will submit appropriate information to the EPA if required.Wash/rinse wastewater from an on-site washing machine is also routed to the septic system. Low-Volume Wastes All waste streams not identified above are categorized as low-volume wastes.These wastes include plant drains, which convey miscellaneous equipment leakage, equipment drainage for maintenance, equipment washdown water, sampling streams,service water system blowdown, and water treatment wastes. Any of the chemical additives disclosed in Attachment 4 may be present in Low Volume Wastes. Fire Water System Several plant heat exchangers are cooled by the fire water system. Fire water is withdrawn from the cooling pond. Intake Screen Backwash The combined cycle power block has an intake structure with an automatic intake screen backwash system. These herbicides are applied by licensed applicators, or persons under the immediate supervision of a licensed applicator, in accordance with the manufacturer's instructions. The Sutton National Pollutant Discharge Elimination System(NPDES)Permit(No.NC0001422 Section A.19)requires monitoring of trace elements (arsenic, selenium, and mercury) in fish tissues within Sutton Lake and the Cape Fear River annually (Figure 1). Fish were collected according to the study plan submitted to the NCDEQ- DWR and mentioned in the NDPES permit(dated October 1,2017)and the resulting data are submitted in this report(Duke 2018). 2.0 Study Site Description and Sampling Locations Target species were collected from within Sutton Lake and the Cape Fear River. In Sutton Lake, the water is continuously or near continuously circulating, and is considered mixed and homogeneous,as a result,target species were collected from the whole lake as available. From the Cape Fear River, fish were collected in three areas (i.e., UP, DI, and DW; Figure 1). Area UP is located approximately between 1.1 and 2.8 miles upstream of the plant discharge and served as a reference location to monitor background trace element concentrations in fish muscle tissue. The area in the immediate vicinity of the plant discharge point (DI) served to monitor potential near- field uptake of elements in fish muscle tissue. Area DW,between approximately 2.1 and 2.6 miles downstream of the plant discharge point, served to monitor far-field uptake of elements in fish muscle tissue. The study plan called for six individuals per species group to be collected annually within each sample location resulting in a total of 48 fish from the lake and 144 fish from the river. As recommended by the US Environmental Protection Agency(US EPA)for whole body 2 assessments, an attempt was made to limit the smallest fish to 75% of the largest fish total length p g g by species depending on availability (US EPA 2000). 4.0 Field Sampling Methods Fish were collected using approved procedures (Procedure ESFP-SW-0600-Trace Elements Field Procedure-Rev.0 applies to fish collected after 2020 and NR-0095-Trace Element Field Procedure- Rev. 1 applies to fish collected prior to 2020) under Duke Energy's North Carolina Biological Laboratory Certification # 006 located at New Hill, NC. Only live fish that showed little or no signs of deterioration were retained for analysis. Retained fish were identified to species,measured for total length (mm), weighed (g), individually tagged (Floy tags), bagged by species/site, and placed on ice and transferred to a freezer within 24 hours of collection following ESFP-SW-0600- Trace Elements Field Procedure-Rev. 0 (applies to fish collected after 2020) or NR-0095-Trace Elements Field Procedure-Rev. 1 (applies to fish collected prior to 2020). 5.0 Laboratory Processing and Arsenic,Selenium and Mercury Analysis All fish samples were processed in the New Hill Trace Element Laboratory according to procedure ESFP-SW-0601-Trace Elements Sample Preparation-Rev. 0 (applies to samples processed after 2020) or NR-00107-Trace Element Monitoring Laboratory Procedure-Rev. 4 (applies to samples processed prior to 2020). The processed samples (lyophilized left axial muscle; right muscle occasionally included when needed) were analyzed for arsenic, selenium, and mercury by x-ray spectrophotometry in accordance with procedure ESFP-SW-0602-Trace Elements Analysis Procedure-Rev. 0 (applies to samples processed after 2020) or NR-00107-Trace Element Monitoring Laboratory Procedure-Rev. 4 (applies to samples processed prior to 2020). Fish collected during 2018 were analyzed by Pace Analytical in the Green Bay, Wisconsin lab (As and Se were analyzed in accordance with EPA 6020 and Hg was analyzed in accordance with EPA 7374). Quality control was achieved by use of replicates and certified reference materials (i.e., NIST tissue standards). The remaining sample materials were archived and kept for at least two years in the event that re-analysis was needed. 6.0 Data Analysis and Reporting In total, 28 Micropterus spp. and 28 Lepomis spp. were collected and analyzed for trace elements within Sutton Lake, and 69 Micropterus spp. and 71 Lepomis spp. were collected and analyzed for 3 trace elements from the three locations on the Cape Fear River (Table 1). Flood waters from Hurricane Florence inundated the Cape Fear River with anoxic waters causing fish kills throughout the lower river (NCWRC 2018). Despite multiple attempts to collect trace element fish from the Cape Fear River during 2018,only a few fish were collected(i.e.,one from UP and three from DW;Appendix A). Arsenic, selenium, and mercury concentrations (converted to µg/g wet weight) in the fish muscle tissue collected from 2018 to 2021 are shown in Table 2. 4 Table 2. In addition to the length and weight of each fish, the dry-to-wet weight ratios are presented to convert the arsenic, mercury, and selenium concentrations wet weight values back to dry weight values as desired(Appendix A). The arsenic, mercury, and selenium concentrations in fish tissues were very low and showed no indication of bioaccumulation from legacy coal operations of Sutton. In addition, all fish collected from 2018 through 2021 were well below the US EPA wet weight Screening Values for Recreational Fishermen of 1.2 µg/g for arsenic,20 µg/g for selenium,and 0.4 µg/g for mercury (US EPA 2000;Table 2). 7.0 References Duke Energy. 2018.
