The facility wishes to reach its total design capacity of 0.25 MGD. Wilson tt Through: Ruth Swanek 'QC5 Carla Sanderson Subject: Town of Yanceyville Draft Permit Comments NPDES No. NC0040011 Caswell County Technical Support has received Mayor Curtis E. Davis' comments (dated March 18, 1991) in regard to the draft permit for the Town of Yanceyville. The following items are in response to the contentions of the subject draft permit: Item 1-- Ammonia Limitation: The Town of Yanceyville has been informed of the Water Quality Section Chiefs decision to implement quarterly whole effluent toxicity testing in lieu of an ammonia limit. The facility will be required to perform whole effluent toxicity monitoring at 24% effluent for the first twelve months, with a limit to be implemented after the twelve month period. If the facility is unable to meet the whole effluent toxicity limit, the permit may be reopened and the ammonia limit may be reinstated. The Town should be aware that upon its additional 0.2 MGD expansion (in which case major modifications would be made to the plant) an ammonia limit would have to be met. Technical Support recommends that the facility continue to conduct effluent NH3-N and conductivity monitoring. Additionally, the Town of Yanceyville WWTP should begin instream monitoring for fecal coliform, dissolved oxygen, conductivity, and temperature to ensure that the dissolved oxygen standard instream will be met. Due to the elimination of the NH3-N limit, current modeling procedures predict a possible violation in the instream D.O. standard at design conditions. Instream monitoring data will enable the Water Quality Section to assess the impact of the discharge to Country Line Creek. Item 2 -- Receiving Stream Classification Change: Current classification information does indicate an end boundary of WS-III at Highway 62. DEM is currently investigating all WS boundaries to obtain firm information on WS intakes. However, the proposed limitations for Yanceyville WWTP are not effected by this WS-]TI classification (i.e. the same limits would be implemented if the classification were ttCI.). cc: Steve Mauney (FAR I° l2 nwni5. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration defined as treatment two in the North Carolina procedure document is 24 %. The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from issuance of this permit during the months of ma, iat-t 0cr, ..1AN . Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was perfornied, using the parameter code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). NH3 as N Limits: The draft permit contains discharge limitations for NH3 as N when flows increase above 0.20 MGD. We have been monitoring NH as N in the past, but we have previously not been assigned a specific discharge limitation. It is evident from our data that the Town cannot attain compliance with the proposed NH3 as N limit of 3.4 mg/1 during the summer months and that it would be an economic hardship on the Town to attain compliance. Attached • is a list of some effluent concentrations for NH3 as N for several months over the last three years. As noted from the attached information, it appears that the plant would be in compliance with winter limits (21.8 mg/1); however, the summer limits would constitute a major problem. It should be realized that our treatment process consists principally of a stabilization lagoon, and as such we have virtually no variable process controls that can impact lagoon performance. Our plant was not designed to reduce ammonia to the 3.4 mg/1 level and it would take additional equipment and processes to meet this limit. Our engineer has indicated that the ammonia levels could be reduced by the addition of methanol using the present treatment process, or that ammonia levels could be attained with a properly designed and operated activated sludge process. We are currently considering a major expansion at this plant (another 0.20 MGD expansion) in which it was recommended that our treatment process be changed to the activated sludge process. The results of our study are not finalized and funding of such a proposal is a major factor in a decision to proceed. We have no firm design for a methanol addition system; however, we can assume that a chemical storage tank, chemical pump equipment, a chemical reactor tank, and housing of such equipment would be required for this purpose. A preliminary estimate for this addition is approximately $125,000.00. More importantly, operation costs will increase significantly because methanol addition in the 150 mg/1 200 E Church St. • P. 0. Rates would need to be increased fran $2.50 per 1000 gallons to approximately $3.00 per 1000 gallons for this purpose. Both the initial capital outlay and the increase in sewer charges would create a financial burden on the Town and on its residents. We respectfully request that the ammonia limits be dropped or that the summer limits be raised to be the same as winter limits. 2. Receiving Stream Classification: The draft permit states that our plant discharges into Country Line Creek, a Class WS-III stream. It is our understanding from this designation that this section of Country Line Creek is evidently classified for drinking water supply. If this is true, we feel that this section of Country Line Creek has been erroneously classified because the raw water intakes and reservoirs are upstream from our discharge point. In other words, our discharge does not drain into a public water supply and it appears that the designated water shed should be drawn to old N.C. Hwy. 62. We make this point realizing that a classification of this type probably affects discharge limits for our plant and that the ammonia limit discussed under Item 1 may not be required if this is taken into account. In summary, it was our understanding from discussions with Division of Environmental Management staff last year that the proposed permit amendment was approvable without any change in effluent limitations. This 50,000 gallon per day of additional wastewater flow is most important to the Town and we do not believe that this amount of flow would create any detrimental environmental impact on the receiving stream. If the ammonia limits issue cannot be resolved, we request that you temporarily hold the issuance of the permit in order for us to hold further discussions with DEM.
