Wilson.Q THROUGH: Ruth Swanek C-5 Carla Sanderson SUBJECT: Town of Yanceyville WWTP NC0040011 Nickel Limitations In my review of the draft permit for the Town of Yanceyville WWTP, I discovered that an error had been made with regard to the Nickel limitation for both the 0.2 MGD flow and the 0.45 MGD flow. The previous Nickel limitation was based on WS waters. Since that time the border for the WS water was changed to be above the Yanceyville WWTP discharge (as requested by Yanceyville, since their water supply is directly upstream of the WWTP). The limit should be "less stringent" than originally calculated. I don't have any more details yet. The permit is scheduled to issue 8/15. Our only comments involve the wasteload allocation and are attached to this memo. I recommend that the document be modified and resubmitted to the Division. The limitations presented in Part IV. 2. are incorrect. Upon expansion of the wastewater treatment plant to 0.45 MGD, the following limits should be met Parameter summer/winter BOD5 (mg/1) 28/30 NH3-N 2.3/13 DO 5/5 TSS (mg/1) 30/30 Fecal coliform (/100 ml) 200/200 pH (SU) 6-9/6-9 Residual Chlorine (µg/1) 28/28 The Town should refer to its draft permit for detailed information on toxics limits and its toxicity testing requirement. The metals limits are based on Yanceyville's development of a pretreatment program. Information available to Technical Support indicates that the pretreatment program was established based on a textile industry discharging to the plant. This contradicts the statement in Part IV. 2. of the assessment which states that the waste "is primarily domestic in nature ...."
