Dear Mr. Carter:
A Compliance Sampling Inspection was performed at
the Yanceyville WWTP on July 7, 1997 by Mr. Ron Linville
of this office. You were present and courteous during
the inspection. Attached is the EPA inspection report.
A review of your self -monitoring data for the period of
May 1997 through April 1998 indicated compliance with the
NPDES Permit.
The on -site portion of the inspection revealed that
the WWTP appeared to be orderly. However, some concerns
were observed which should be resolved. Potable water
(suggest a restroom facility) needs to be provided on
site for health, maintenance and safety purposes.
Potable water should also be provided for chlorine and
sulfur dioxide feeding as filter and line clogging is now
occurring. Solids removed from the bar screen and grit
chamber area need to be disposed of properly by keeping
them covered continuously in a dumpster or trash can.
Providing an on -site power generator should be considered
as the facility does not have dual power feed or
alternate power generation. The auto dialer was checked
and the monitor indicated that the battery was "low".
Chlorine monitoring is being accomplished with milligram
instead of microgram accuracy. Better chlorine
monitoring equipment was in the process of being ordered.
It appears that scum and floating materials escape
the final "EQ Basin". This is an issue that should be
reviewed without delay. A better method of skimming from
the final "EQ basin" should be investigated and provided
if possible. Other solids may be released during dosing
if there are other systematic problems. It is possible
that the current sampling methodology may not be showing

actual discharge conditions when these suspected releases
occur. Flow proportional monitoring or sampling during
"EQ Basin" discharges could provide a more accurate
accounting of any suspected elevated solids. By copy of
this letter, we are requesting that the Division's
Permits and Engineering Unit consider a flow proportional
monitoring modification of the Town's NPDES Permit.
Chlorine and SO2 data documentation is being
accomplished in a slightly confusing although
understandable manner. Please standardize both the
methods and the forms. Chlorine tanks need to be
adequately chained to a substantial structure. It could
be economically beneficial to look into the option of
ultraviolet disinfection. This could reduce or replace
chemical usage, reduce safety and health concerns, as
well as save money. As discussed at the site, triploid
grass carp may be utilized to reduce unwanted vegetative
growth in the solids holding lagoon.

Since this NPDES inspection, the Region has received
complaints concerning the possible discharge of raw
wastewater from the collection system and sewer gas
odors. Please continue your efforts to resolve these
complaints and to rectify any collection system problems.
