How is this to be conducted? Section at a time (a phased approach, so to speak)?   The dredging will be hydraulically from a barge. Yes it will be periodic and systemic over time.    I assume the discharge will be from a skimmer? Correct   How will turbidity from the activity be controlled/minimized? Turbidity curtains, or other measures?   Turbidity is really non‐existent in the dredging process because it is hydraulically dredged.  Sucked up from the bottom  and dewatered and treated on high ground.  We always monitor for turbidity, but have never had an issue.  The  wastewater is treated through a series of upland stilling basins and outleted as noted above with a top water skimmer.   There should be defined access points and a defined buffer between the operation area and the river. Based on the aerial photo, this doesn’t appear to be the case (though indicated on the plan) allowing indiscriminate runoff/erosion/sediment to the river. A berm, as shown below, or super silt fence may be appropriate.
