Dear Ms. Brixey:
On March 29, 2022, Mitch Hayes and Cassidy Kurtz of the Raleigh Regional Office conducted
the subject inspection. The assistance provided by Amy Moore, Compliance Manager, Wade Shaw,
Utilities Superintendent, and Shawn Davis, Operator in Responsible Charge, was greatly
appreciated. Below is a list of findings developed from the inspection and review of the permit:
1. The current permit expired April 30, 2016. A renewal application was submitted September
10, 2015. Please continue to operate under the last issued permit until a new permit is issued.
2. The 12.0 MGD facility consists of the following units: two mechanical bar screens; odor
control system with sodium hydroxide and sodium hypochlorite feed; influent pump station
with six (6) pumps; Parshall flume and influent flow meter; two (2) mechanical grit
removal system; influent composite sampler; five -stage biological nutrient removal system
with 3 trains; four (4) secondary clarifiers; five (5) shallow, high rate tertiary sand filters;
two (2) UV banks with 56 bulbs per bank; post aeration; reclaimed water system; two (2)
sludge holding tanks; three (3) centrifuges; truck loading station; four (4) on -site
generators; and SCADA system to monitor and operate entire plant.
3. At the time of inspection, one of two grit classifiers was in operation and is used
concurrently; one and two BNR trains were in operation. The third BNR train was being
retrofitted with new diffusers; two secondary clarifiers were on line. One secondary
clarifier was down due to a broken gear box; the other secondary was empty; one tertiary
filter was down for maintenance; one sludge tank was being wasted the other sludge tank
was empty.
4. Sludge is hauled and composted by McGill Environmental. Sludge is hauled every day.

5. The WWTP laboratory is certified to analyze ammonia, BOD, TRC, conductivity, DO,
fecal coliform, pH, temperature, and TSS. All calibration logs were present and up to date.
All other parameters are analyzed by Meritech. All buffers were within expiration date.
Fecal and BOD incubators and refrigerators were kept at proper temperatures.
6. Discharge Monitoring Reports for the period March 2020 through January 2022 were
reviewed for compliance with permit limits and monitoring requirements. There were no
violations listed for the review period.
7. Commercial lab results, chain of custody records, and bench sheets were compared with
data submitted on the Discharge Monitoring Report (DMR) for October 2021 and January
2022. No discrepancies were noted.

and two BNR trains were in operation. The third BNR train was being retrofitted with new diffusers; two
secondary clarifiers were on line. One secondary clarifier was down due to a broken gear box; the
other secondary was empty; one tertiary filter was down for maintenance; one sludge tank was being
wasted the other sludge tank was empty.
Sludge is hauled and composted by McGill Environmental. Sludge is hauled every day.
The WWTP laboratory is certified to analyze ammonia, BOD, TRC, conductivity, DO, fecal coliform,
pH, temperature, and TSS. All calibration logs were present and up to date. Alt other parameters are
analyzed by Meritech. All buffers were within expiration date. Fecal and BOD incubators and
refrigerators were kept at proper temperatures.
Discharge Monitoring Reports for the period March 2020 through January 2022 were reviewed for
compliance with permit limits and monitoring requirements. There were no violations listed for the
review period.
Commercial lab results, chain of custody records, and bench sheets were compared with data
