Hites, Jr. Town Manager Martha Bradley, Town Attorney March 31, 2022 The wastewater treatment plant was found to be in violation of permit in TSS weekly average 3 times, BOD monthly average, dissolved oxygen daily limit 2 times, BOD weekly average 2 times, and BOD monthly average. I reviewed the rain fall data for the month of February and found we had three heavy precipitation events that coincides exactly with these violations. On February 2nd we received 2.10 inches of precipitation and the 3rd we received 3.16 inches. The 18th we got 1.65 and the 23rd 1.54 with the total for the month being 10.19 inches of precipitation. The violation for the dissolved oxygen is result of a backup of our receiving stream (Pigeon River). Once the river gets to a certain point it backs our discharge line up and prevents the effluent from cascading over the final baffle wall. That causes the effluent flow to not get sufficient mixing as it falls. The BOD and TSS violations are caused by a very high flow during these events. This causes washout that gets through the plant. The Town of Waynesville is actively replacing or repairing existing sewer lines that are found to be high in I&I. Once we get that mitigated, we feel like we will have less problems in the future of violations. Should you have any questions or need further explanation please don't hesitate to contact me.
