4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
The pipeline is proposed for construction within an existing, maintained easement owned by the NCDOT. The new line will begin at the terminus of the existing line near the junction of
Poole Road and Grasshopper Road (35.752094°N,-78.495127°W) and extend southeast for approximately 4,200 feet and ending at a proposed regulator station near Knightdale-Auburn
Road (35.743296°N,-78.486123°W). In most areas, the disturbed width within the NCDOT easement will be approximately 10 feet.
The vicinity consists of open fields, wooded areas and residential development.

4h. Explain the purpose of the proposed project:
The purpose of the project is to install approximately 4,200 linear feet of 8-inch diameter plastic natural gas pipeline along the north side of Grasshopper Road to improve natural gas
service in that portion of the service area.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The pipeline is proposed for construction within an existing ROW owned by the NCDOT, and in most areas, the disturbed width will be approximately 10 feet. The project includes a
proposed conventional crossing of an unnamed tributary (Stream 1). At this location, sufficient cover may not be available above the existing culvert and headwall to install the pipe within
the road shoulder.
Construction of the new pipeline will first involve demarcation of disturbance limits, jurisdictional boundaries of the stream and other associated workspaces, etc. Appropriate erosion and
sedimentation control (E&SC) measures will be installed as construction proceeds to prevent off -site sedimentation.
Following preparation of the work area and installation of necessary E&SC measures in upland areas, industry -standard equipment will be used to excavate a trench along the
"nonworking" side of the easement. Lengths of the new pipe will be trucked to the site, strung along the road shoulder and placed on skids (wooden pedestals). The pipe segments will be
heat -welded together, inspected, and then lowered into the trench. Affected areas will then be "cleaned up by backfilling the trench, applying permanent seeding and mulch, and restoring
the affected area as closely as possible to pre -disturbance contours and conditions. All work at the stream crossing will be conducted in accordance with the applicable permit conditions.

Temporary impacts will result from establishment of coffer dams for clean -water bypass and pipe installation. Note that the project is exempt from
riparian buffer requirements because the new pipe will be installed within an existing, maintained easement and will not result in a change in its on -going
use.

The proposed pipeline was routed to minimize stream impacts by utilizing an area that has been previously developed (the NCDOT easement)

At the S1 crossing, Dominion Energy plans to conduct all work within the existing NCDOT easement. At this crossing, a dam -and -pump system will be
used to divert clean water flow around the work area until the crossing is completed. Once work affecting the stream is initiated, it will be carried to
completion in an expeditious manner to minimize the period of disturbance. Typical details for a temporary coffer dam and pump methodology for
isolation of the trench excavation are included in the information submitted with this E-PCN.

S&ME consulted the North Carolina Natural Heritage Program (NCNHP) database and the U.S. Fish and Wildlife Service (USFWS) Information for
Planning and Consultation (IPaC) service for lists of federally -protected species that may be affected by the project. S&ME personnel then conducted a
pedestrian field review of the site locate potential habitat for the species that were identified through the records review.
The NCNHP identified no records of federally -protected species within one mile of the site, and based on a September 10, 2020 pedestrian assessment
conducted by S&ME, it was determined that the project corridor does not contain suitable habitat for any of the aquatic species listed by the IPaC report.
The subject stream channel is too small, does not contain suitable substrate and exhibited a large sediment load.
Of the terrestrial species listed, the project corridor only contains potentially -suitable habitat for Michaux's sumac. However, an intensive survey of the
project corridor no identified no individuals of Michaux's sumac. Accordingly, it is not anticipated that this project will affect populations of this species.

area. However, because the new pipe will be installed within existing NCDOT easement, and no temporary workspace will be necessary in areas
proximate to these sites, the project should have no effect on historic resources.
