Proiect Overview:
Deliverance Church will consist of a 8,056 sf place of worship located on the North side of US
Hwy 64 approximately 1,500 LF East of the intersection of Ellington Road/Stockyard Road and
Us Hwy 64 in Chatham County, Siler City, NC. The project parcel is approximately 6.61 acres
and is entirely wooded.
The soils on site are classified as Hydrologic Soil Group (HSG) D. The site does not lie within a
special flood hazard area per FIRM Panel 3710874200J. There is a perennial stream located on
site that runs from north to south through the majority of the parcel. There is also a small
intermittent stream located off of the perennial stream. There are approximately 78,649 sf of
jurisdictional wetlands on site. The entire site drains to an unnamed tributary of Blood Run
Creek, surface water classification C, that is part of the Cape Fear River Basin. See the Wetland
Delineation Report dated April 5m, 2019 for more information.
Stormwater Requirements:
This project must comply with stormwater rules set forth by the Town of Siler City, NC. The
maximum built upon area for low density is 7%. This project will have a proposed built upon
area density of 6.96% making this a low -density project per the Town of Siler City Unified
Development Ordinance Article XVI.
This project must also comply with NCDEQ stormwater quality regulations. The maximum
BUA for NCDEQ Low Density Project is 24%. The proposed BUA of 6.96% is well below the
24% BUA limit. Therefore, this project will have no permanent stormwater control measures
designed to treat for water quality or runoff attenuation.
A 100 ft buffer is required along all perennial streams and a 50 ft buffer is required along all
intermittent streams. This buffer has been provided and shown on all plan sheets. There is
approximately 381 sf of disturbance inside the stream buffer to connect the sanitary sewer
service to the existing manhole located inside the stream buffer. No impervious surfaces or
grading has been proposed inside the stream buffer.
Stormwater Treatment:
As a low -density project, no permanent stormwater control structures are proposed as a part of
this project. The project will utilize grass lined runoff conveyance channels and sheet flow to
provide water quality protection. Two permanent grass swales are located at the western
boundary of the project. The remaining runoff that does not drain to the permanent swales will
sheet flow across the proposed grass and existing wooded areas prior to leaving the site.
The project as proposed, meets all the stormwater requirements set forth by the Town of Siler
City and NCDEQ. Refer the to "Attachments" for more information.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive
precipitation from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when
thoroughly wet. These consist mainly of deep, well drained to excessively
drained sands or gravelly sands. These soils have a high rate of water
transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well
drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of
water transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay
layer at or near the surface, and soils that are shallow over nearly impervious
material. These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in
their natural condition are in group D are assigned to dual classes.
