SUBJECT: RESCINDMENT OF DISCHARGE APPROVAL
Dear Mr. Butler:
Effectively immediately, the Water and Sewer Authority of Cabarrus County (WSACC) is
hereby rescinding the letter of approval issued to Majestic Marble and Glass Company, located at
13570 Broadway Avenue, Midland, N.C. 28107, on August 20, 2020. As explained to you
yesterday, WSACC can not accept the current wastestream from Majestic into the collection
system. Majestic has failed to (1) comply with the approval previously granted by WSACC and
the conditions/restrictions imposed; and (2) operate pretreatment system.
Continued discharge into the sanitary sewer system without WSACC approval may result
in civil penalties assessed up to twenty-five thousand dollars ($25,000) per day per violation. Each
day on which a violation shall occur or continue shall be deemed a separate and distinct offense.
In addition to civil penalties, WSACC may recover from Majestic the cost of repairing any damage
to the collection system resulting from Majestic's violation.
Please find enclosed the industrial user wastewater survey and permit application.
Complete the application in its entirety and return to WSACC along with a check for $300 for
administration fees. The application should include a process description for removing and
disposing of the solids prior to discharge. Upon receipt, WSACC will determine if the user will be
permitted to discharge into the Muddy Creek Wastewater Treatment Plant. If approved, WSACC
will issue a significant industrial user permit to the facility, which will include monthly monitoring
of the effluent (including sampling and pretreatment program fees), effluent compliance
limitations, and be subject to industrial surcharges, which recover the cost to treat high strength
waste.

In addition, Majestic will need to contact the City of Concord for an approved sewer
connection. The current sewer connection from Majestic is an unauthorized tap into a cleanout
