I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. al Page 3 of 6 FTCF 10-1 R Page 3 of 50 101.16351.00 ALA Johnston Water and Sewer Report PROJECT DESCRIPTION The proposed ALA Johnston project is located northwest of the intersection of US Business Highway 70 and Little Creek Church Road in Clayton, Johnston County, North Carolina. The site consists of one parcel identified as Johnston County PIN 17JO8004 totaling 48.78 acres. The project proposes the construction of two new school buildings (Lower and Upper Schools), a field house building, athletic field, associated parking areas, driveways, utilities, and stormwater infrastructure to serve the project. Refer to Figure 1 for the location map. The Owner of the project is Johnston CD, LLC. Based on the anticipated demands, it is believed that an 8" water main will adequately serve the individual service connections within the project. The water distribution system is designed to accommodate the installation of a single master meter on the new 8" main near the point of connection near the northwest portion of the project along US Business Highway 70. Fire flow is provided via the potable water distribution system. The water distribution system has been designed to meet the required potable water demand and fire flow demand. As future development allows, it is recommended that the system be looped to future systems to improve flows and pressures in the area. The proposed master meter shall be capable of measuring both potable water flows and fire flows. Fire hydrants are provided such that all school building faces are within 250 feet of a fire hydrant. Fire Department Connections (FDC) are provided for each of the school buildings. The FDCs are designed by others. The total instantaneous potable demand on the system is based on contributory loadings as specified by the State of North Carolina 15A: 18C .0400. "EPANET 2.2" is public domain software developed by the U.S. Environmental Protection Agency for the analysis of hydraulic and water quality behavior of pressurized pipe networks. Refer to the "Water Model: Node Map" section included in this report for a schematic layout of the proposed water distribution system's water model. Total estimated demand is divided among the appropriate nodes for modeled steady state simulations. A breakdown of estimated demand is provided in Table 1. Roughness coefficients and minor losses are added to each proposed pipe within the system, as necessary. Refer to the "Water Model: References" section of this report for specific methodology for calculation of minor losses and headloss. Several simulations are run for the project. The first simulation computes pressures based on maximum instantaneous demand. Refer to the "Water Model: Maximum Instantaneous Demand" section of this report for model input and results. The second simulation models 20% of maximum instantaneous demand plus a fire flow. The fire flow for the model is selected as 1,250 gpm and is placed at the most isolated node, FH-4. As the State of North Carolina requires a minimum 1,000 gpm fire flow, this model is believed to be conservative. Refer to the "Water Model: 20% Maximum Instantaneous Demand + Fire Flow' section of this report for model input and results. The third simulation models 20% of the maximum instantaneous demand plus a sprinkler demand. Sprinkler demand for each building is provided by others. Additional information was requested by the Division and was received on March 4, 2022. In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and based on the data submitted, the Division hereby approves for use by Johnston CD, LLC an adjusted daily sewage design flow rate with the following conditions: • The flow reduction is applicable to the American Leadership Academy Johnston charter school in Johnston County only. • The minimum flow shall be I 1 gallons per day per student. • This flow reduction shall not apply to sewer extension applications and: or permits for any other public or private organizations whose wastewater flows are or might become tributary to the American Leadership Academy Johnston charter school collection system. Future sewer extension applications should be made using the flow reduction amount stated above. All other aspects of the permitting process remain unchanged, and all applications must be in compliance with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the permit for the treatment facility or exceed the capacity of the sewers downstream of any new sewer extension or service connection(s). However, please be advised that Permit WQ0017822 (approved February 10,2022) upsized the downstream wwps, increasing capacity to 350 gpm. Upon completion of that project (currently under construction) the wwps has a firm capacity of 504,000 gpd and permitted capacity of 201,600 gpd. The current actual flow to the station is 62,146 gpd, and there is an additional 87,560 gpd of committed paper flow to the station. With the permitted upgrade, there is 51,894 gpd of available capacity. In addition, please be advised that 61,560 gpd of the 87,560 gpd of the committed paper flow to the station is temporary only. In 2024, 61,560 gpd of existing paper flow will be diverted to the County's Reedy Branch Wastewater Facilities (currently under construction). We anticipate one more project (Crescent Mills) being permitted to account for the available capacity at this station (Poplar Creek WWPS) prior to 2024. However, again, that flow will also be diverted to the County's Reedy Branch Wastewater Facilities in 2024. In addition, based on the high percentage of "paper" flow to this station, the full volume of permitted paper flow to this station will not be realized as actual flow prior to the flow diversion in 2024.
