Isaac,
Sorry for the delay with this review. I was looking over the permit modification you provided for the subject project on
1/10/2022. Everything looks good except for one small issue:
Please provide the following:
- 2x hard copies & 1x electronic copy of a plan sheet showing the project boundary (7.83 ac), delineated with
bearings and distances. This item is required per Section VI, 8i and 15A NCAC 02H .1042(g)(ii). Since the
entire property area is not being covered under this permit, we need to be able to determine which portions
of the property area are covered under the permit.

permit without doing another formal 30-45 day review.

Mail them into the office. I’ll get them when I go back in (when teleworking, I go into the office every so often to get my
mail).
If you are planning on delivering it, let me know as that involves a little more coordination on my part with my

Kevin,
I was looking over the permit modification you provided for the subject project on 10/25/2021.
Everything looks good except for a few small issues:
Please correct the following:
- Please clarify the property owner arrangement for this project. It appears as though the
area covered by this permit is owned by It’s Farm Time, LLC, Heritage, LLC, and Redco
Properties, LLC (all of which appear to have the same registered agent, office location, and
managing member). NOTE: The original permit requires permit modification/approval prior
to any subdivision of the permit area or transfer in ownership.
- Application:
o Section IV, 8 – If 3.4 ac of BUA are being added to a project area of 74.11 ac, the
%BUA would be a lot less than 42.9%. If the entire property area is not being used as
the project area, please let me know.
o Section IV, 10 – Please show the Total Drainage Area, On-site Drainage Area, and
Off-site Drainage Area values in square feet, instead of acres. Please include the off-
site drainage area (from SW5210603) value in this table.
- Supplement-EZ Form:
o Cover Page:
Line 2 – The project area is shown as 8.08 ac which does not match the
project area as shown in Section IV, 7 of the Application (74.11 ac).
o Drainage Areas Page:
Entire Site Column, Lines 5, 7, 8, & 9 – Do not include off-site drainage areas
or BUA in the entire site column since these areas are not part of the entire
site (they are part of a different site).
Entire Site Column, Line 16 – See earlier comment about %BUA.
o Wet Pond Page:
Line 25 – This value (247.98) does not correspond to the temporary pool
elevation as shown in the calculations/stage-storage table (248.33).
Line 26 – This item should only include the surface area of the main pool
(3,899 sf) not the entire permanent pool.
Line 27 – Please exclude the sediment storage zone from the main pool
volume calculation (The sediment storage zone should not be included in

this volume since the sediment storage zone is designed to become filled
with sediment and therefore does not provide storage capacity).
Line 32 – Please exclude the sediment storage zone from the forebay
volume calculation.
Line 34 – The cleanout depth of the forebay is the distance from the
permanent pool to the top of the sediment storage zone in the forebay.
Line 37 – This cell rounds to the nearest whole number. Please list the
actual orifice diameter (1.3”) in the additional information section.
- Design:
o As designed, the volume of the forebay and main pool are calculated incorrectly
(see above). Excluding the sediment storage zone from the volume calculations
results in a forebay that is larger than 20% of the main pool volume (violating Wet
Pond MDC 5a). Since this design was already reviewed/approved by our office (and
is not being altered by this modification) you can keep it the way that it is, however,
since this SCM has not yet been built, it is strongly recommended to reconfigure the
wet pond to be compliant with the MDCs. It is also recommended to clearly show
the top elevation of the sediment storage zone in the cross-section of the pond.
Please provide the following:
- 1x electronic copy of each item provided in the hard copy submission.
- 1x hard copy & 1x electronic copy of the revised pages of the Application.
- 1x hard copy & 1x electronic copy of the revise pages of the Supplement-EZ Form.
- Any items required to address the property ownership arrangement for this project (1x hard
copy & 1x electronic copy).
- Any items related to the redesign of the wet pond, if applicable (2x hard copies of plan
sheets, 1x hard copy of anything else & 1x electronic copy of everything).
