This acceptance of flow is based upon the existing capacity of the designated publicly owned treatments works. Please see attached NCDEQ-FTSE form. Charlotte Water (CLTWater) agrees to furnish water to the subject project. The water quality to the subject project is regulated by the State Drinking Water Act Amendments of 1986 and The Water Supply Management Plan, PWS ID # 0160010 on file with the Public Water Supply Section of NCDEQ. However, CLTWater cannot guarantee a constant pressure or quality of flow. Currently LCPS has 8 MGD of export capacity, which will be increased to 12 MGD (firm) by the end of 2023. Stowe Regional is under design and expected to come online in 2025. Before Stowe Regional Is brought online, a new headworks and Influent Pumping Station building will be constructed adjacent to the LCPS, which will house the first stage infitien mps for Stowe and be the Paw Creek export pumps. Currently, Long Creek and Paw Creek operate as a combined system with the Long Creek pump station able to transfer flows to flow equalization tanks during peak flow events and then meter out flow to Paw Creek as conditions allow. Paw Creek Pump Station was awarded a permit on 8/27/2020 to increase firm pumping capacity to 20 MGD. Construction on this project has begun, and this project is anticipated to be substantially complete mid -April 2022. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system.
