Dear Mr. Emmart:
This Certification is pursuant to the application for Greenbriar Subdivision, Phase III received on
November 2, 1993, with additional information received on December 20, 1993. Based on our review
of the project plans and specifications, we have determined that the Greenbriar Subdivision, Phase III
stormwater control system complies with the Stormwater Regulations set forth in Title 15A NCAC
2H.1003(i). The runoff will be treated in a detention pond sized to achieve 90 % reduction in Total
Suspended Solids. Each of the 100 lots will be restricted to 5,775 square feet of built -upon area per lot.
All proposed stormwater ponds, swales, and ditches shown as a part of the approved stormwater
plans, must be constructed in their entirety, permanently vegetated or anchored, and operational
for their intended purpose prior to construction of the impervious surfaces associated with the
project, except roads, and prior to issuance of the Certificate of Occupancy.
Any modification of the plans submitted to this Office or further development of this contiguous
project will require an additional Stormwater Submittal/Modification and approval prior to initiation of
construction, regardless of the fact that such modification may be less than one acre. Modifications
include but are not limited to; project name changes, transfer of ownership, redesign of built -upon
surfaces, addition of built -upon surfaces, redesign or further subdivision of the project area.
This Certification shall be effective from the date of issuance until rescinded. The project shall
be constructed and maintained in accordance with the plans and specifications approved by the
Wilmington Regional Office. This Certification does not supersede any other permit or approval. The
developer is responsible for obtaining any and all permits and approvals necessary for the development
of this project. This could include the Division of Coastal Management under CAMA requirements, the
Division of Environmental Management under Wetland 401 Water Quality Certification and/or a Dredge
and Fill Permit and/or a Sewer Extension/Collection Permit, U.S. Army Corps of Engineers 404 Wetland
Permit, NPDES Stormwater Permit if disturbing five acres or more, local County or Town Agency

A professional engineer must certify that the stormwater system has been installed in accordance
with the approved plans and specifications upon completion of construction. The attached certification
should be received by this Office within 30 days of completion of construction.
Deed restrictions, including the allowable built -upon area per lot, must be recorded with the Office
of the Register of Deeds. A copy of the recorded deed restrictions including deed book number and page
must be received in this Office within 30 days of the date of recording.

2. DETENTION POND AND COLLECTION SYSTEM
A. The detention pond will be checked after every major storm
event to insure that the outlet structure is working properly and is
not clogged with debris. Remove any accumulated sediment or debris.
Any signs of erosion or deterioration of the pond side slopes or any
other feature must be'repaired before the next storm event.
B. The depth of the pond will be checked every six months to
determine the dept of the permanent pool. The pond will be cleaned
out when silt deposits reduce the depth of the permanent pool below
5.5 feet.
C. Collection basins and piping will be checked every six
months and kept clear as necessary.
3. CERTIFICATION
The owner will submit to the Department of Environment Health and
Natural Resources an Engineer's Certification that the stormwater
facilities were constructed in accordance with approved plans.

this property inclusive of right-of-ways shall be covered by
structures and/or paved surfaces, including walkways or
patios of brick, slate or similar materials, but
specifically excluding walkways and decks of wood provided
that such walkways and decks are constructed in such a
manner as to allow stormwater runoff to infiltrate the soil
beneath same. This covenant is intended to insure
compliance with stormwater runoff rules heretofore adopted

Dear Mr. Tripp:
The Wilmington Regional Office received a Stormwater Submittal for the Grreenbriar, Phase EII
on November 2, 1993. A preliminary review of that information has determined that the submittal for
the subject project is not complete. The following information is needed to continue the stormwater
review:
1. The Operation and Maintenance Plan for the stormwater controls indicates that sediment
removal is needed when the pond is less than 3 feet deep. For a 7.5 foot deep pond, this
is not acceptable. Please change this to read sediment removal is needed when the
measured depth is 75 % or less of the design depth. In this case, it will be around 5.5 feet.
2. There are no road cross sections indicated for Red Snapper Court or Burning Tree Road.
3. 105 lots are accounted for in the calculations, however, the plans show only 100 lots.
Please clarify.

WET DETENTION POND EVALUATION
1. Yes No The design storage is for the runoff from all impervious surfaces resulting from
1-inch of rainfall and is located above the permanent pool.
2. Yes No The permanent pool is designed for 90 % total suspended solid (TSS) removal.
