Non -contact cooling water and condensate, and blow down were removed from coverage as incidental discharges in our recently renewed NPDES storm water permit, NCS000314. Enclosures (1) through (4) are the application form, application fee, USGS map, and Geographic Information System (GIS) map showing steam condensate expansion points and heating or cooling junction points. We have not evaluated the present value of alternatives to storm water discharge because we believe it self-evident that retrofitting 593 discharge points to either store and transport or divert the discharge to a permitted collection/treatment system will be neither cost effective when compared to managing the discharges under the general permit, nor completed in a timely manner. We are also unable to estimate the amount of discharge because of wide fluctuations in flow rate and have therefore not completed the Biocide 101 form. This includes tracing the pathway of a storm sewer to its discharge point. c) If this application is being submitted by a consulting engineer (or engineering firm), include documentation from the applicant showing that the engineer (Or firm) submitting the application has been designated an authorized Representative of the applicant. d) Final plans for the treatment system (if applicable). The plans must be signed and sealed by a North Carolina registered Professional Engineer and stamped -"Final Design -Not released for construction".
