COLOR TECHNOLOGY UPDATE
JULY 2018
• The 2010 NPDES Permit ("Permit") issued to Evergreen Packaging's Canton Mill ("EPI
Canton") required the mill to submit an annual progress report on color. EPI Canton has
submitted all required annual progress reports.
• Section A. (8.) of the Permit required EPI Canton to evaluate two specific technologies,
hydrogen peroxide enhancement of the pine and hardwood extraction stages and the
installation of 2nd stage oxygen delignification on the pine line. In laboratory testing and
in -mill trials with hydrogen peroxide enhancement, total bleach plant effluent color
actually increased or showed no significant reduction. Full Scale implementation would
result in increased costs. Enhanced extraction was not and is not technically,
operationally or economically feasible for Canton bleaching process.
• 2nd Stage 02 trials were done by an outside laboratory using pulp furnished by EPI
Canton. In laboratory tests, there were significant issues with pulp strength, and a
projected color reduction of less than 1000 1bs per day at significant cost. The addition of
second stage 02 would require significant capital cost and operating expense.
• EPI Canton submitted reports on both evaluations to DEQ and EPA. EPA commented on
the reports, and EPI Canton responded to the comments.
• EPI Canton continues to implement and update extensive BMP's particularly in the area
of color monitoring and control and containment of color losses.
• EPI Canton continues to stay abreast of in -process developments in color removal
technology.
