CONSTRUCTION SEQUENCE
1. THE CONSTRUCTION OF THE STABILIZATION MEASURES FOR THE PROJECT WILL BE
COMPLETED BY PHASE TO REDUCE THE AMOUNT OF LAND DISTURBANCE AT ANY GIVEN
TIME. THE WORK WILL BE SEQUENCED SUCH THAT ALL DISTURBED AREAS ARE SEEDED,
STABILIZED, AND MATTED PRIOR TO PROCEEDING TO THE NEXT PHASE.
2. PHASING OF WORK SHALL BE AS FOLLOWS:
A. AERATION BASIN NO. 6
B. EQUALIZATION TANK NO. 1 AND NITRIFICATION ENHANCEMENT FACILITY (NEF)
D D. MAINTENANCE CANOPY
E. BLOWER BUILDING
F. METER VAULTS AND JUNCTION BOXES
3. PRIOR TO ANY CONSTRUCTION ACTIVITY, SECURE ALL REQUIRED PERMITS FROM NC DEMLR
AND CABARRUS COUNTY.
4. PRIOR TO BEGINNING CONSTRUCTION, CALL THE NC DEMLR MOORSVILLE REGIONAL OFFICE
AT 704.663.1699 TO SCHEDULE AN ON -SITE PRE -CONSTRUCTION MEETING.
5. EROSION AND SEDIMENT CONTROL (E&SC) PERMIT AND A CERTIFICATE OF COVERAGE (COC)
MUST BE OBTAINED BEFORE ANY LAND DISTURBING ACTIVITIES OCCUR.
6. FOR EACH PHASE OF WORK, THE GENERAL CONSTRUCTION SEQUENCE SHALL BE AS
FOLLOWS:
6.1. THE DESIGN -BUILDER SHALL CALL '811' 72 HOURS PRIOR TO ANY EXCAVATION WORK.
6.5. ALL EROSION CONTROL MEASURES SHALL BE INSPECTED AND MAINTAINED, IF NEEDED,
AT LEAST ONCE PER WEEK AND AFTER EVERY RAINFALL EVENT.
6.6. STAKE IMPROVEMENTS FOR EACH PHASE AS NEEDED AND REQUIRED ON THE DRAWINGS
AND IN THE SPECIFICATIONS. AFTER STAKING, DESIGN -BUILDER AND DESIGN -ENGINEER
SHALL REVIEW STAKING AND MAKE ANY NECESSARY ADJUSTMENTS BEFORE
COMMENCING EARTHWORKS.
6.7. INSTALL NECESSARY DEWATERING AND EROSION CONTROL MEASURES FOR SITE. THE
PUMPLINE AND ALL ASSOCIATED DEVICES SHOULD BE CONTAINED WITHIN THE LIMITS OF
DISTURBANCE AT ALL TIMES DURING CONSTRUCTION.
6.8. FOR SANITARY SEWER PIPE EXCAVATION AND INSTALLATION, DESIGN -BUILDER SHALL
LIMIT THE LINEAR LENGTH OF TRENCH TO BE EXPOSED AND BACKFILLED AT ONE TIME
TO REDUCE EXPOSURE TO EROSION AND SEDIMENTATION. ENTIRE EXPOSURE OF A
GIVEN PIPE EXCAVATION AND INSTALLATION SHALL NOT BE PERMITTED.
6.9. LIMIT DISTURBANCES TO THE LENGTH THAT CAN BE STABILIZED AT THE END OF THE
WORKING DAY. AS SECTIONS OF DISTURBED STREAM AREAS ARE BROUGHT TO FINAL
GRADES WITHIN A PHASE, PERMANENTLY STABILIZE THESE AREAS BY APPLYING
TEMPORARY SEED MIX, PERMANENT NATIVE SEED MIX, STRAW MULCH, AND
STABILIZATION MATTING ACCORDING TO THE DETAILS AND SPECIFICATIONS.
STABILIZATION IS REQUIRED WITHIN 7 CALENDAR DAYS FOR ANY AREAS STEEPER THAN
4H:1V AND 14 CALENDAR DAYS OF COMPLETION OF ANY PHASE OF GRADING OR
INACTIVITY ON THE PROJECT SITE.
6.10. SITE STABILIZATION IS REQUIRED FOR ALL PHASES OF WORK PRIOR TO FINAL APPROVAL
OF GRADING PERMIT. GRASS UTILIZED AS PERMANENT GROUND COVER MUST BE AT A
MOWABLE HEIGHT THAT GENERALLY PROVIDES AT LEAST 80% COVERAGE THROUGHOUT
THE SITE, WITH NO LARGE BARE PATCHES OR EVIDENCE OF EROSION.
6.2. AFTER STAKING/FLAGGING, DESIGN -BUILDER AND DESIGN -ENGINEER SHALL REVIEW
AND MAKE ANY NECESSARY ADJUSTMENTS. 6.11. PERIMETER MEASURES MUST BE LEFT IN PLACE UNTIL ALL UPLAND AREAS ARE
PERMANENTLY STABILIZED. AFTER SITE IS PERMANENTLY STABILIZED, REMOVE ALL
6.3. INSTALL ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES. LIMIT TEMPORARY EROSION CONTROL MEASURES AND PROVIDE PERMANENT SEEDING
C CLEARING AND LAND DISTURBING ACTIVITY TO ONLY THE AREA NECESSARY TO INSTALL WHERE TEMPORARY MEASURES HAVE BEEN REMOVED AND GROUND COVER IS NOT
THE PERMITTED MEASURES. ADEQUATE. SEDIMENT TRAPS MAY NOT BE REMOVED OR CONVERTED TO PERMANENT
BMPs UNTIL ALL UPLAND AREAS ARE PERMANENTLY STABILIZED.
6.4. DESIGN -BUILDER SHALL LIMIT AMOUNT OF CLEARING TO THE EXTENT PRACTICABLE IN
ORDER TO PERFORM NECESSARY ACTIVITIES FOR CONSTRUCTION. THE PROJECT MAY 6.12. BEGIN WORK IN THE NEXT PHASE, IF APPLICABLE, BY STARTING AT NUMBER 6 OF THE
ONLY BE CLEARED ONE PHASE AT A TIME. ANY ADDITIONAL SITE PREPARATION SHALL CONSTRUCTION SEQUENCE.
BE APPROVED BY THE ENGINEER.

7. INSPECT AND MAINTAIN EROSION CONTROL MEASURES FOR THE DURATION OF THE
PROJECT.
8. REPAIR ANY DAMAGES TO ITEMS THAT ARE NOT IDENTIFIED AS PART OF THIS
CONSTRUCTION AT NO ADDITIONAL COST TO OWNER.
9. REMOVE TREE PROTECTION AND SAFETY FENCE AS ALLOWED BY NC DEMLR, WSACC, AND
THE DESIGN -ENGINEER.
10. NOTIFY WSACC TO SCHEDULE A SUBSTANTIAL COMPLETION INSPECTION AT THE
CONSTRUCTION SITE. PREPARE A PUNCHLIST OF ITEMS TO BE ADDRESSED AS A RESULT OF
THE SUBSTANTIAL COMPLETION INSPECTION.
11. WHEN THE PROJECT IS COMPLETE, THE PERM ITTEE SHALL CONTACT DEMLR TO CLOSEOUT
THE E&SC PLAN.
