Christina,
We can transfer permits to new owners, but we cannot transfer an NPDES permit to a different location. It is site -
specific. In this case, the client should apply for a new Certificate of Coverage (COC) under NCG200000 because
stormwater discharges will go to a different place (and completely different town, it sounds like). In fact, if someone
else is operating the same activity in the original location now, they will be the ones eligible for the permit COC transfer.
Your client should also request rescission of the current COC (which we can do at the same time if they include their
request with the NOI application for the new permit). They can just include a letter explaining the situation and asking
for rescission of the current permit when the new one is issued (no need to fill out the separate form). We will work
with the Regional Office to determine if that's the best action, or if the new owners there will retain the original permit.
Please advise them to fill out a new NOI application for NCG200000 and include the rescission request for the old site,
contingent upon the new owners not needing a transfer. If you or your clients have further questions, please contact

Good Afternoon Bethany,
A client of ours recently moved locations. They renewed their permit last year, and it is NCG200535, located at
2439 N. Fayetteville st. Asheboro, 27203. They had been leasing this location for years, but someone else
bought it causing them to move locations.
They are now located at 5149 Randleman Rd. Greensboro 27406. Please let me know what we need to do to
make sure they remain in compliance.
