The fill material will be stabilized by a retaining wall on either side of the driveway. An 18" culvert will allow water to pass under the driveway. Field Investigation Report: Ms. Charlene Hahn Page 02 9. Narrative (Description The Charlene Hahn project is located at 149 Fredericka Ln. in Swansboro. This property is located by turning south off of Hwy 24 and onto Old Hammock Beach Rd. Fredericka Ln. is .85mi down on the left. 149 Fredericka Ln. is near the end of the road on the left Ms. Hahn's property is 176,853.6 sq.ft in its entirety and has a shoreline length of 693'. Elevation of the track ranges from 0' to 20' above NHW. Presently there is an existing single family home on this tract. A 6' wide elevated boardwalk crosses a finger of Coastal Wetlands to provide pedestrian access to the shoreline. Coastal Wetland species include regularly flooded Smooth Cordgrass (Spartina alterniflora) in the low marsh and irregularly flooded Black Needle Rush (Juncus roemarianus), Sea Lavender (Limonium. Spp.), Glasswort (Salicornia spp.) and Spike Grass Distichlis spicata) in the high marsh. A fringe- of ACOE Section 404 wetlands exists landward of Coastal Wetlands. The high ground vegetation consists of various grasses and woody vegetation. The Swansboro Land Use Plan classifies this property as Low Density Residential, with all AEC's classified Conservation. This section of Foster Creek is not designated as Primary Nursery Area, is not open to the taking of shellfish and carries a water classification of SA. The substrate in this area is mostly sand and silt. The 404 wetlands jurisdictional determination was approved on 9/20/12 by the USACE, File Number: SAW 2012 - 01527. 10. Project (Description: Ms. Charlene Hahn is proposing to construct a driveway to cross an area of wetlands in order to provide vehicular access to the high ground waterfront portion of her property. The wetland area crosses her entire property therefore there is no other way of accessing the waterfront. The driveway would consist of a 96.2' and a 100.6' retaining wall constructed across the wetland Clean backfill would be placed between the walls. A 24' long culvert that is 18" in diameter would be placed through the 20' wide driveway to allow for hydrologic flow. All Coastal Wetlands would be avoided during the construction and the driveway would be placed outside the 30' Estuarine Shoreline buffer. Ms. Hahn has not proposed to pave the driveway with concrete, asphalt or rock at this time. 11. Anticipated Impacts: The proposed driveway would fill 1,940ft2 of ACOE section 404 wetlands. The driveway would increase impervious area on the property but would be well below the 30% threshold and the absence of concrete, asphalt or rock would allow some absorption of rainfall. There would be no Coastal Wetlands affected by this project. (Marne: Ryan (Davenport (Date: 4/2/14 (Morehead City March 4, 2014 Mr Ryan Davenport E NC Division of Coastal Management 200 Commerce Ave Morehead City, N C 28554 MAR 2014 Re CAMA Mayor Permit application, Ms Charlene Hahn 149 Fredericka Lane, Swansboro, NC D04' CRY Dear Ryan, On behalf of Charlene Hahn, please find enclosed revised CAMA Mayor Permit application forms and plan drawings to complete application materials previously submitted by the applicant The plans and forms detail the proposed private driveway over "404 wetlands ", stabilization of the fill, and a culvert to allow for uninterrupted hydrologic flows and any aquatic passage r`l4Y v Requested fill in "404 wetland" totals 1,ON-sq.ft for the purpose of providing vehicular access to an upland waterfront which is completely disconnected from remaining upland on the property While a 6' -wide wooden walkway exists to provide walking access, there remains a need for vehicular access. The property will be utilized by many members of the family, for some of whom walking may be difficult The ability to get a vehicle to the area will also provide a safety benefit in allowing quick access and transport in emergency situations. Vehicular access will also be useful for maintenance of the property, which includes the ability to access the approximately 2 -acre upland with bush -hog equipment for land clearing and subsequent vegetation and land maintenance Impacts to the wetland area could not be avoided since wetland extends across the entire width of the z property The driveway footprint has been minimized by the use of retaining walls to stabilize the fill, thereby avoiding additional impact that would be associated with 2.1 fill slopes. Bridging an access for a single- family residential home would likely have involved load- bearing engineering and would have been cost prohibitive A 15" to 18" culvert will be installed underneath the driveway to allow for hydrologic flows Conditions of the requested NC Water Quality General Certification will be met, with the culvert buried 20% of the diameter to allow for any aquatic passage. The exact size of the culvert and height of the driveway will be finalized by the contractor, but the final grade will be approximately 3' above the existing ground surface Retaining walls will be installed first, with equipment utilizing the proposed driveway footprint to the greatest extent possible. It is expected that equipment will need to access areas outside the permanent impact area, and a temporary work corridor approximately 10' in width may be used on either side of the retaining walls In the temporary access areas, equipment matting will be used and no change in grade will occur It is noted that crossing coastal marsh on the western side of the proposed driveway will be avoided Placement of fill will begin at the landward edge, working on top of the driveway outward as it is constructed. If needed, the same temporary work corridors will be utilized for placement of driveway fill. The wetland area to be filled is located at the upper end of a small reach which ends on the adjacent property The wetland is a relatively small woody transition area between the adjacent coastal marsh and upland. Based on the vegetation, it is assumed that tidal flows do not regularly flood the area.
