MSD Is seeking a Nationwide 12 Permit for Its Shadowlawn Road Sanitary Sewer Rehabilation
project This project Includes 6 stream crossings of Canie Creek This project is along Canie
Creek and begins just north of the Norfolk- Southern Railway tracks and extends northwestward
along the general alignment of Canie Creek for 2818 feet to Appalachian Way The total
creekbed disturbance on this project Is anticipated to be approximately 75'
The project Is for the replacement and rehabilitation of an existing sewer main along Canie
Creek between the N -S Railway and Appalachian Way The existing sewer serves single family
residential properties in this area.
• Because of conflicts with existing homes and structures, the section of this project
between PMH 1 and PMH 7 will be relocated This Is the section where Crossing S1
occurs The relocation of this section will eliminate 1 long section of the sewer which
currently extends under the creek for 150 feet By relocating this section, MSD was able
to reduce the creek disturbance from 150' to only 15'
• The Section of this project from PMH 7 to PMH 13 (approximately 740 feet) will be pipe
bursted and this process does not propose to Include any streambank disturbance. This

will necessitate 1 new creek crossing (Crossing S -1 in the PCN) but will eliminate an
existing crossing to the south of crossing S -1 The eliminated crossing currently runs
parallel to the creek and is under the creek channel for about 100 feet The portion of
this line that is under the creek channel will be plugged and abandoned in place and will
not provide additional creek disturbances
• The section of this project between PMH 13 and PMH 23 will cross Came Creek at 5
locations These locations are where (or near to where) existing stream crossings occur,
This area is developed with single family homes and the sewer is in the rear yards of
these homes Existing structures, developed yards and vegetation has required the
proposed alignment
The PCN form and maps attached to this packet provide a visual location of this project and
proposed creek, crossing
MSD has obtained a preliminary assessment from the NC Wildlife Resources Commission and
NC Cultural Resources Commission as to the presence (or absence) of endangered species or
items of historical value in the vicinity of Crossings As per the information provided by those
agencies, no endangered species or historical artifacts are anticipated to be found in the vicinity
of Crossing S -1. Further, all other areas within this project have been previously disturbed by
existing sewer mains, other public utilities or roadways.

The proposed location for the crossings are not trout waters and we would not object to the work, not request a trout
moratorium. I checked with our aquatic wildlife diversity staff and they do not have any concerns relative to this
location. I certainly can't speak for the USFWS, but we will have no objections to this work and will comment as soon as
we get the notice.
One question, what coordinate system was the location data presented in? I am no that Arc savvy and had trouble entering
that data. I found the locations, so it was not a problem in the end, just wondering in case I come across those again.

I am enclosing a draft copy of the US COE PCN for a Nationwide 12 permit along with some maps and other information
on the stream crossings proposed on this project.
As with the pervious project; this project is for the replacement of an existing sewer main.
o The lower end of the project (Crossing S -1) is across the same property as the existing sewer; however, since
the old sewer went very close to the residential dwelling, we had to relocate the sewer slightly from the existing
location. This property is developed as a single family dwelling. (See Sheet S1)
o From MH 7 to 13 (See Sheet PB) we are pipe bursting the old pipe and installing a new sewer in the exact
location as the old pipe. No stream disturbances are anticipated in this section. This area is developed as single
family residential property.
o Crossing S2 thru S6 (See Sheet S2 thru S6) will replace an existing crossings. We have had to adjust some of the
crossing point due to existing development along the creek channel. Again, these are single family residential
properties and homes are within 100' of the creek channel at most locations.
Can you review these locations and determine if there are any endangered species in the vicinity of these crossings.
