Data provided in the report indicates mortality on a large portion of the site,but more plots met performance criteria this year versus last year, hopefully indicating progress towards meeting performance standards.RS has been diligent at performing necessary measures to determine potential problems and quickly remediating those problems where possible.RS also fully implemented an aggressive Adaptive Management Plan (AMP) in Winter/Spring 2021.RS needs to visually monitor the site closely this Spring/Summer.If by year three RS notices a downward trend in mortality among planted stems and a continued absence of volunteers, RS and DWR will need to discuss further AMP goals. DWR received a continuation certificate for performance bond (#107255999) in the amount of $100,000 issued to RS from Travelers Casualty and Surety Company of America, to cover monitoring and maintenance at the subject site. The term of this bond ends with DWR approval of the Year 3monitoring report. Future credit releases will be dependent on both the renewal of this performance bond and the annual monitoring reports. In accordance with the MBI, signed on February 17, 2020, the following Project Milestones have been met and the corresponding credits shall be released: Task/MilestonesCredit 5) Monitoring Report #2: Approved by the DWR & financial assurance renewed 10% By copy of this correspondence, DWR confirms that you have satisfied the above requirements for the above-referenced tract and 10% of your Nitrogen nutrient offset credits (0.10 x 118,089.653 lb-N = 11,808.965 lb-N) and 10% of your Phosphorus nutrient offset credits (0.10 x 7,605.887 lbs-P = 760.589 lb-P) are now available to sell. Please note that nutrient offset credits generated at this site must be used for impacts in HUC 03020103 of the Tar-Pamlico River Basin pursuant to 15A NCAC 02B .0703, which became effective on April 1, 2020. Additionally, the riparian buffer credits must be used for impacts in the Tar-Pamlico River Basin in accordance with guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B .0295, which became effective on November 1, 2015.
