This permit is issued pursuant to the requirements of North Carolina General Statue 143-215 .1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated May 9, 1994 (or as subsequently amended). The following information is included with your permit package: • A copy of the Certificate of Coverage for your treatment facility • A copy of General Cooling Water Discharge Permit NCG500000 • A copy of a Technical Bulletin for General Cooling Water Discharge Permit NCG500000 If any parts, measurement frequencies or sampling requirements contained in this general permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, the certificate of coverage shall be final and binding. Please take notice that this Certificate of Coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Please provide rip rap or other protection at the point of discharge to prevent erosion. Other Special Items: None PART IV - EVALUATION AND RECOMMENDATIONS The facility is going to be discharging non -contact cooling water into a drainage ditch which travels a very long distance until it reaches the tributary of Bachelor's creek. It should not cause any impact to the area. The permittee may want to provide a shielded outfall to prevent excessive erosion and turbidity issues. Prior to the use of any chemicals or biocides, the permittee must submit a completed Biocide 101 form and the manufacturers' information for review. The two cooling towers are the facility will discharge at a rate of approximately two gallons per minute for a combined daily volume of about 5760 gallons per day. No cooling tower treatment chemicals (anti-scalants, biocides, etc) will be used. The site for the project is located on the Central Regional Solid Waste Management Authority landfill site and will use existing drainage features to convey the wastewater to Bachelors Creek. The existing soils on the site include Ra — Rains fine sandy loam and GoA — Goldsboro loamy fine sand. Both of these soils have severe wetness conditions and a high water table. 1. Connection to Municipal or Regional Sewer Collection System The project site is located on the property of the Craven County Landfill in western Craven County. There are no existing or planned sewer collection systems within a 5 mile radius of the project site. The unavailability of an existing or planned system discounts this alternative. 2. Subsurface Disposal Infiltration systems were evaluated as an alternative but due to soil characteristics including severe wetness and a seasonal high water table between 1.5 and 5' below the surface, this was not considered a reasonable alternative. There is a small area on the landfill site currently used for on -site septic systems. This area is not large enough for this volume of disposal and would not allow any future expansion on the landfill site. The only alternative would be to find an offsite area and construct an infiltration system. 3. Spray Irrigation The adjacent landowners have been contacted about spray irrigation to be used on crops and due to the type of crop (mostly pine trees), the amount of discharge, soil type and the depth of the seasonal high water table, spray irrigation does not appear to be a viable option for the immediate adjacent areas. The closest area for possible spray irrigation disposal appears to be a farm approximately 1.5 miles away. However using exiting roadways and easements the distance is approximately 3.5 miles. 4. Wastewater Reuse Wastewater flow off -site will be minimized by installation of a 4,000 gallon tank located and maintained on site. Accumulated wastewater will be used by Landfill personnel for dust control when practicable and consistent with needs of the landfill. Excess wastewater will be discharged off -site.
