SUMMARY INFORMATION
Meeting Purpose
March 20, 2014
The purpose of this meeting is to identify major drainage structure locations and approximate structure
lengths, and review the preliminary alignment for each alternative (Concurrence Point 2A).
Project Description
The proposed project is to extend Judd Parkway on new location, which will be referred to as NW Judd
Parkway. The project begins at the intersection of NC 42 /SW Judd Parkway and ends at the intersection
of NC 55 /Wilbon Road /NE Judd Parkway.
The proposed project is included in the North Carolina Department of Transportation's (NCDOT) Draft
2013 -2023 State Transportation Improvement Program (STIP) as Project U -5317. Funding is provided by
the Town of Fuquay - Varina, partially through a grant from the Capital Area Metropolitan Planning
Organization (CAMPO).

Merger History of Project
Concurrence Point 1— Met and achieved concurrence on May 15, 2013. The purpose of the project is to
improve roadway linkage.
Concurrence Point 2 — Met and achieved concurrence on May 15, 2013. Three detailed study
alternatives were selected: Alternatives 2, 3, and 7. A description of each is in the appendix.

Depending on the alternative chosen, different pipes have been sized for each feature traversed by the
proposed alternatives (features are labeled a -h in the Hydraulics Technical Memorandum). Table 1
summarizes the major drainage structures proposed for each alternative. More detail about each
structure is in the appendix.

Notes:
1) No streams in the project study area are FEMA regulated streams.
2) All major drainage structures are on streams in the Cape Fear River Basin. Although the Cape Fear
does not have buffer rules, the Town of Fuquay - Varina has adopted a local ordinance establishing 50'
buffers on streams within town limits that are shown on the USGS 7.S minute topographic maps.
However, the ordinance contains a provision allowing construction activities for "public projects such as
road crossings... where no practical alternative exists." While the proposed roadway will fall within this
provision, all activities associated with the project should attempt to minimize built upon area and
maximize the use of stormwater best management practices.

APPENDIX
Alternatives
March 20, 2014
The proposed 1.8 -mile road will be partially on existing Wilbon Road and partially on new location. NW
Judd Parkway will consist of a four -lane roadway with curb and gutter, a grassed median, and four -foot
bicycle lanes and a sidewalk on both sides. Longfellow Street will be extended to intersect with the
proposed NW Judd Parkway, Coley Farm Road will intersect with the proposed NW Judd Parkway, and
Wilbon Road will have a new intersection with the proposed NW Judd Parkway. Bridge Street will be
realigned to intersect with NW Judd Parkway at the same location as Three Meadows Road. As part of
this project, the existing at -grade railroad crossing on Coley Farm Road will be closed, and an at -grade
crossing will be added on the proposed NW Judd Parkway.
The alternatives currently approved by the Merger Team as Detailed Study Alternatives are:
• Alternative 2— Begins at NC 55 /NE Judd Parkway /Wilbon Road, follows Wilbon Road alignment
for approximately 0.4 miles, arcs north of Wilbon Road on new location then continues on new
location to the south, terminating at NC 42 /SW Judd Parkway. The new location portion is a
total of approximately 1.4 miles long. Longfellow Street would be extended 520 feet to intersect
with NW Judd Parkway.
• Alternative 3— Begins at NC 55 /NE Judd Parkway /Wilbon Road, follows Wilbon Road alignment
for approximately 0.6 miles, continues on new location to the south, terminating at NC 42 /SW
Judd Parkway. The new location portion is a total of approximately 1.2 miles long. Longfellow
Street would be extended 730 feet to intersect with NW Judd Parkway.
• Alternative 7— Begins at NC 55 /NE Judd Parkway /Wilbon Road, follows Wilbon Road alignment
for approximately 0.3 miles, arcs north of Wilbon Road on new location then continues on new
location to the south, terminating at NC 42 /SW Judd Parkway. The new location portion is a
total of approximately 1.5 miles long. Longfellow Street would be extended 70 feet to intersect
with NW Judd Parkway.
Public Comments
Since the C.P. 1 & 2 Merger meeting, a public meeting was held in November 2013. A total of 42 people
signed in during the public meeting. Written comments were received from 17 citizens and the U.S.
Tobacco Cooperative /Tobacco Grower's Services. The following input was received for each alternative:

Each alternative crosses Feature c at the same location (Sites 2c, 3c, 7c). Feature c conveys a large
drainage area through a wetland system and is the largest drainage crossing in each alternative. It is
recommended that a 1 @ 12' x 8' RCBC (buried 1') be used at the crossing of Feature c for all three
alternatives. An 8' x 8' RCBC (buried 1') satisfies the general requirement of an HW /D (headwater
divided by culvert depth) ;z� 1.2 for the 50 year event. However, recent NCDOT guidance suggests new
location RCBC's should be sized to minimize backwater, flowing full in the 100 -yr storm event.
Site a is crossed at different locations by Alternatives 2 and 7 (Sites 2e and 7e), and is not crossed by
Alternative 3. Alternative 2 only requires a minor drainage structure. Alternative 7 is located
downstream from the confluence of Features e and f. Therefore if Alternative 7 is selected, it is
recommended that a 72" RCP (buried) be installed in the crossing over Feature e.
