Doug — It is my understanding that based on the slope, the larger diameter pipe is needed to account for higher flows as
well as to maintain the one -foot burial requirement.
The larger pipe will prevent the stream from trying to widen, as the stream is less likely to work around the outside of
the pipe if it were wider. The pipe will be buried according to the NWP conditions. The engineer designed this project to
meet all necessary 401 conditions and I'm not seeing where 401 conditions are not being met.
The engineer provided the following:
Adding sills to the pipe would ultimately make it more difficult for the passage of aquatic life. Any substrate caught by
the sills would wash out during storm events due to the slope and subsequent higher velocity. The exposed sills would
inevitably impede the movements of aquatic life, but we will add them if that is what is preferred
A single, larger culvert is better than using two separate culverts because with the smaller culverts, the velocity is
higher. Higher velocity will result in more sediment being washed out of the culvert.
The proposed culvert, when lowered 1' below the stream bed will result in a bed width of about 4.5'. Not that much of
an increase, and the water velocity will be lower for base flow, which should be better for aquatic life.

If the pipe embedment were just 6", then the bed width becomes about 3.3'. The graphic below demonstrates this.

Hey Jesse,
I understand that the culvert is designed to pass storm events, but it must also be able to pass normal base flow
without spreading the water out too much that you lose all aquatic passage. Have they thought about placing two
smaller culverts? One to pass base flow and one at a higher elevation for storm surge? Do you have any pictures of
stream 4? This might help me get a better picture of what's going on.

Doug —The Engineer replied with the following information. Does this alleviate any of your concerns?
Stream 5 terminates at Stream 4 within the grading limits of the road crossing. Stream 5, after flowing thru the existing
wetland, will follow the toe of road embankment to a point just upstream of the proposed culvert crossing. There will
be no lower portion of stream 5 to maintain continuity to.
The culvert is sized for the storm event as required by the City of Charlotte. I cannot speak as to why the stream bed
width is only 3'. An oversized culvert is normally required to maintain stream bed material in the culvert. This is not a
box culvert, therefore there is no straightforward way to apply sills within the barrel. To accommodate the existing
channel grade and prevent further loss of stream bed, we located the discharge of the culvert out of the stream bed, but
even that has required a 2% slope. This will likely erode any sediment placed in the culvert during low flow periods,
when high flow events occur.
We can add the sills as you request but may need to increase the culvert size more to accommodate.

Hi Jesse,
In reviewing the application for this project, I had some questions/concerns. First, if Stream 5 is being filled, how is
it proposed to maintain hydrology to this system? French drain? I'm concerned about how this impact may affect the
system downstream. Second, a 72" RCP is being proposed for Stream 4, however the stream width is reported to be
only 3' wide. I'm concerned that the culvert may be too large for this stream. Also, I didn't see if the culvert was
being buried, as is required. Similarly, I didn't see any sills in place to keep material in the culvert. If the culvert is
appropriate for the size of stream, you may need to include baffles to prevent any loss of aquatic passage. If you could
get back to me on these items, it would be most appreciated.
