The reason for this is that during the course of construction, NCDOT determined (during a review of the construction activities) the headwalls for thetwo culvert crossings should be located outside of the right of way. Additionally, NCDOT noticed that the slopes created by the designed crossings were too steep and required that the slopes be flatter for safety and maintenance purposes. In re-designing the crossings, the need arose to lengthen both pipes in order to meet NCDOT’s requirements. It should be noted that this revision is minor in nature and only increases the overall stream impact by 19 linear feet. (Original Impact = 141 LF; New Impact = 160 LF). Additionally, it should be noted that with the new Nationwide Permits now in effect, the total impact (in acres) is below the acreage thresholds required by the renewed permit (New Impact = 0.0197-acre (including rip rap apron impacts, which could be eliminated because the rip rap will be embedded to the stream bed elevation, qualifying as “no loss of waters”); Impact Threshold = 0.02-acre). It should also be noted here that the Goose Creek buffer impacts associated with the project were actually reduced from the original permit. Each new crossing area is also below the 0.33-acre requirement in the revised 2020 Goose Creek Buffer Guidelines (meets the “Allowable with Authorization”condition). With these factors in mind, we would request that USACE and NCDWR review this revised PCN package and process the PCN package as quickly as possible. The site is currently forested and the timber is passively managed. Land Use in the immediate vicinity is generally forestry and agricultural in nature with a minor residential component. BLOCK 3d The growth of the housing market in the greater Charlotte metropolitan area including Union County, has been enormous since the end of the "Great Recession." The demand for housing has skyrocketed since 2011. However, within the last quarter, inventories have been increasing, suggesting that the housing market may be growing more slowly than in years past. This slowing of growth has not translated into significant changes in demand, especially in the lower housing price points that this development fits into. Currently, demand is strong in the eastern portion of the greater Charlotte metropolitan area. With this in mind, the applicant proposes to construct a ±54-acre single family residential development. The overall purpose of the project is to provide additional housing to meet the growing needs of this area of Union County and the greater Charlotte Metropolitan area. BLOCK 3e The project consists of the construction of two road crossings (streams subject to the Goose Creek Buffer Rules) that will be used to access the development (for both public access, and to provide access as required by fire codes). Typical construction equipment (such as a track hoe, bull dozer, dump trucks, etc.) will be used to construct the crossings. BLOCK 5b USACE ID # SAW-2019-00553 NCDWR # 19-0445. Changes requested by NCDOT required us to re-submit the PCN to account for a change in the linear footage of impact. NCDOT initially approved the construction plans for the project, but during inspections noted that the end walls for both crossing locations were in the NCDOT right of way. Additionally, NCDOT did not like the side slopes being so steep. NCDOT required that the pipes be lengthened to both move the endwalls outside of the right of way and to also soften the slopes to make them safer.
