These activities have been discussed between Ms. Wanda Frazier of your staff and Mr. Ricky Miller of CP&L. As you are aware the Marshall Plant's NPDES Permit has an outfall identified as 001. Outfall 001 collects stormwater and wastewater from different locations at the Marshall Plant. The wastewater consists of water collected from various seals and packing where river water enters the plant. It is CP&L's intention to take the water collected in this system and evaporate it. Outfall 001 will still be retained as a discharge point and any discharge will be monitored, as required by the permit. It should be noted that this system has not discharged in over a year. Enclosed for your information is a pamphlet that describes the equipment for the planned installation. By evaporating the water in the system and carefully monitoring the system, it will lessen the chance of any pollutant entering the river. If you have any questions concerning the planned installation please call Mr. R. K. Miller at (919)362-3566. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated December 6,1983. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Part III Permit No. NC0027545 E. BIOCIDE CONDITION The pernuttee shall obtain authorization from the Division of Environmental Management prior to utilizing any biocide in the cooling water. The permittee shall notify the Director in writing not later than ninety (90) days prior to instituting use of any additional biocide used in the treatment system which may be toxic to aquatic life other than those previously reported to the Division of Environmental Management. Such notification shall include completion of Biocide Worksheet Form 101 and a map indicating the discharge point and receiving stream. Carolina Power and Light Company has requested renewal of NPDES Permit No. NC00027545 for the Marshall Hydroelectric Plant. The wastewater consists of the following discharges: 001 - Oil and Water Separator - A sump and pump are located on the bottom floor of the powerhouse and collect water and oil from the turbine area and switch yard area. The oil and water are pumped to ground level to an oil and water separator and oil storage tank. The discharge is to the French Broad River. Since this system rarely discharges, an alarm device was installed to allow the operator to know when there is a discharge, so samples can be collected. 002 - Draft Tube Drain Pumps - The draft tube drain pumps dewater the draft tube extension below the wicket gates, when work is to be performed in that area. These pumps are only operated during maintenance activities and pump water from the draft tubes into the tail race area. 003 - Cooling Water Drains - The two cooling water drains discharge river water from the lube oil unit and speed increaser oil coolers into the tailrace area. The cooling water system operates on a continuous basis with a maximum flow of approximately 75 gpm through each drain when each unit is operating. 2. Note: I recommend the removal of the following statement in the 003 limits page of the current permit. "The pH shall not be less than 6.0 standard units nor greater thatn 9.0 standard units." There is one discharge for each of the two generating units. Although the cooling water discharged is warmer than ambient water temperature, the impact on the French Broad River is negligible due to low discharge flow and temperature differential. The cooling water flows, which are less than one-half cubic foot per second (cfs) are insignificant compared to the flow of the river, which averages approximately 2500 cfs at the plant. Previous monitoring of temperature has demonstrated that the heat input to the river does not result in a violation of water quality thermal standards. • Water from floor drains and oil contaminated water from the switchyard area catch basin area are routed through an oil/water separator prior to discharge to the river. • Water from the draft tube extension area is essentially only river water that is pumped out to dewater the turbine area for infrequent maintenance or repairs. Turbine shaft seal leakage is also discharged at this location. • A small quantity of intake filter backwash water is discharged to the river. Carolina Power & Light Company (CP&L) has reviewed the draft of the referenced permit that was public noticed on March 25, 1987. The present permit was substantially revised in October, 1985, at the Company's request due to a major renovation and installation of new machinery. At that time, CP&L requested that, because of the extremely small quantity of heat added, temperature monitoring not be required for outfall 003, Non -contact Cooling Water. DEM staff, however, felt that at least 6 months of actual monitoring would be necessary to demonstrate the validity of CP&L calculations provided in a letter to DEM dated September 16, 1985 (Serial No. ESS-85-1239), which indicated any temperature increase would be negligable. Enclosed is a table of temperature measurements made from August, 1986, through March, 1987. Before August, 1986, the plant operated very little due to mechanical difficulties. Included in the table are gross generation values for each unit, the difference in upstream and downstream measured temperatures ( 6 T), and the average river flow for the day of sampling. The water discharged at outfall 003 is used to cool lubricating oil for the hydroelectric machinery at the plant. The amount of heat produced is proportional to the quantity of electricity generated and is, therefore, also proportional to the river flow. As a result, larger discharges of heated water would generally have correspondingly larger river flows available for dilution. The river flows presented range from a low of 548 cfs (7Q 0 = 530 cfs) to an excess of the approximately 2600 cfs maximum usable flow for the hydroelectric turbines. The electrical generation for these days, and therefore waste heat generated, is indicative of what would be experienced at these flows. As can be seen, the individual a T's are no more than 0.6oF, (often less than zero) and these are probably due to the normal flunctuation one would expect in grab samples in a turbulent river. The average Q T is essentially zero, as predicted in the calculations supplied earlier.
